Equal Employment Opportunity & Non‑Discrimination Policy (Egypt)
Equal Employment Opportunity Statement
Both Keller and its clients are Equal Opportunity Employers in Egypt. Employment decisions are made without discrimination and in line with Article 53 of the Egyptian Constitution, which protects equality and prohibits discrimination on the basis of religion, belief, sex, origin, race, color, language, disability, social class, political affiliation, geography, or any other reason.
As of today (until Aug 31, 2025): The Labour Law No. 12/2003 governs most private‑sector employment. Under the Constitution and existing law, employers must ensure equal treatment and avoid discriminatory practices, including in pay (e.g., non‑discrimination by sex, origin, language, religion, or belief).
From Sep 1, 2025: Labour Law No. 14/2025 comes into force and broadens anti‑discrimination protections, reinforcing employer obligations to prevent discrimination, harassment and bullying in the workplace. This policy adopts those standards now, so we are forward‑compatible on day one.
Scope. This policy applies to all employment terms and programs—recruiting, hiring, placement, pay, benefits, training, development, promotion, transfer, leave, discipline, and termination.
Commitment to Diversity, Equity & Inclusion
We commit to inclusive, respectful, and safe workplaces that reflect our communities and client needs. Our commitment aligns with Article 11 of the Constitution (state duty to achieve equality between women and men in all rights) and the new Labour Law’s emphasis on dignity at work.
People with Disabilities — Rights, Accommodations & Quotas
- Reasonable accommodations. We provide reasonable accommodations ( ajustments) for qualified individuals with disabilities to ensure equal access to jobs, benefits, and advancement, consistent with Law No. 10⁄2018 on the Rights of Persons with Disabilities.
- Employment quota. We follow Egypt’s quota framework requiring employers to hire at least 5% persons with disabilities once the employer meets the headcount threshold set by applicable law and guidance. (Government materials and expert summaries reflect a 5% quota and note expanding coverage to employers with 20 or more workers in certain guidance.) We will continue to monitor and comply with the binding threshold applicable to our establishment(s).
We strictly prohibit:
- Sexual harassment and sexploitation (obtaining sexual benefits through abuse of authority), which are felony crimes in Egypt under Penal Code Article 306 bis (a) & (b), as amended by Law No. 141⁄2021. Penalties are enhanced where the harasser holds occupational/educational authority over the victim.
- Hostile environment, bullying, and other harassment in any form—verbal, physical, visual, or electronic. Labour Law No. 14/2025 explicitly strengthens employer obligations to prevent and address harassment and bullying; we adopt those standards now.
Reporting & protection. Employees, applicants, contractors, and vendors can report concerns confidentially to HR or via our ethics channel. We prohibit retaliation against anyone who reports in good faith or participates in an investigation. (Egyptian criminal law also protects complainants and witnesses in harassment cases.)
Equal Pay & Fair Compensation
We make compensation decisions based on skills, responsibilities, performance, experience, and market data—never on protected characteristics. Current law prohibits discrimination in wages on enumerated grounds; the new Labour Law (effective Sep 1, 2025) strengthens overall non‑discrimination protections across employment practices.
Privacy & Employment Data (Egypt PDPL)
We handle employee and candidate personal data in accordance with Egypt’s Personal Data Protection Law (Law No. 151⁄2020) and its implementing framework. That means purpose limitation, transparency/notice, lawful basis (e.g., consent where required), data security, and restrictions on cross‑border transfers to jurisdictions with protection lower than Egypt’s unless transfer conditions are met. We provide privacy notices and honor data‑subject rights consistent with the PDPL
Note: This job posting may be for a position with Keller Executive Search or one of our clients. The specific employer will be identified during the application and interview process. Employment laws and requirements may vary depending on the employer and location.
