McColm specializes in supporting U.S. federal customers with national security and foreign affairs focused portfolios by managing bespoke professional training programs, delivering effective training support solutions, and providing highly specialized technical assistance and analysis expertise to decision makers.

McColm supports the Professional Development Training Course (PDTC) for Navy Chaplains and Religious Program Specialists (RPs). The PDTC is an annual event conducted at multiple sites. The purpose of the PDTC is to prepare chaplains and RPs, personally and professionally, to provide, to facilitate, and to support religious ministry for Naval Service personnel and other authorized users.

McColm seeks an instructor to develop curriculum, course materials, and deliver training for the 2026 PDTC. The topic for the 2026 PDTC is Building Spiritual Readiness through Assessment and will include 16-21 contact hours.

The training will educate on the fundamentals of data analytics, enable attendees with the skills to effectively leverage DON authorized platforms, data sets, and solutions.ย  Participants will learn how to analyze and interpret quantitative and qualitative Chaplain Corps data, transforming raw data into actionable insights.ย  The training will also empower participants to deliver meaningful, data driven reports for the Commanding Officers based on the data. These objectives will increase the spiritual readiness of service members and their families.

Training materials must include student and presenter materials/presentations, presenter lesson plans, case studies, and small group discussions and assignments as well as a detailed daily schedule of training events to include facilitated small group task activities/tabletop/scenario-based case study discussions. All materials shall meet IACET educational and legal standards.

The responsibilities of the Instructor are as follows:

  • Together with two other Instructors, Government, and Contractor staff, iteratively and collaboratively develop curriculum that meets technical requirements, and the objectives noted above.

  • Attend and actively participate in in-person walk through of the curriculum, carefully noting areas to adjust training content.

  • Communicate with co-developers, Contractor staff, and Navy personnel in a timely manner.

  • Deliver approved training materials in person at multiple CONUS and OCONUS sites between January and June 2026.

  • Masterโ€™s degree or higher in field related to ministry or data science strongly preferredย (education, theology, data science, public administration, organizational leadership)

  • Strong understanding of current data analytics trends, with an ability to connect technical concepts to mission-oriented organizations.

  • Engaging and effective communication and pedagogical skills that inspire students while learning data analytics.

  • Experience working within or adjacent to Navy Chaplain Corps or other military or institutional contexts (healthcare, corrections) strongly preferred.

  • Experience delivering adult learning programs focused on data literacy, data value, analytic integrity, performance evaluation, or strategic transformation in complex organizations.

  • Experience advising senior leaders on interpreting data tied to wellness, risk, or mission outcomes, particularly in high-accountability or mission-driven environments.

  • Ability to link course subject-matter on data analytics with the Chaplain Corps’ Religious Ministry Analytics Tool (RMAT).

  • Experience of cross-functional collaboration across operational and religious support units, with an understanding of both the technical and interpersonal dynamics of chaplaincy contexts.

  • Proficiency in functional or organizational domains as well as multiple data programming languages preferred.

  • Demonstrated understanding of institutional ministry in a pluralistic environment.

  • Demonstrated understanding of adult learning principles and instructional design.

  • Proficiency in writing and speaking the English Language.

  • Ability to travel to multiple on-site trainings, both CONUS and OCONUS.

  • Ability to favorably pass public trust investigation.
