Project Background:

The Department of Homeland Security (DHS) has a need for information technology services to ensure that the DHS financial data contained in the financial, procurement, travel, and asset management systems is prepared for successful management, conversion, and migration. It is the DHS component’s responsibility to ensure that data migration activities are executed successfully. This includes gathering requirements; reviewing technical specifications; ensuring data security; performing data conversion; assisting in mock conversions; data validation and reconciliation; and user acceptance testing of the migrated data. Historical or legacy data that is closed will be migrated from the existing financial, asset management, travel and procurement systems to a business intelligence tool to maintain historic records and permit data retrieval when required.

Position Description:

Support the evaluation and recommend available DBMS products to meet user requirements. Prior experience of performing data conversion and data migration tasks for full-lifecycle federal financial system and/or federal procurement system implementation projects. Prior experience in implementing business intelligence reporting tools. Prior experience in data migration lifecycle includes requirements, data mapping, script development and testing, data migration, data storage, and reporting. Prior experience in applying knowledge of business IT (Information Technology) requirements within a federal agency.

Tasks/Responsibilities:

Support data migration activity timelines for mock conversions and production deployment, and implementation of a business intelligence reporting tool:

  • Map the data in the prescribed format and conversion templates.
  • Assist with data transformation and data load testing.
  • Assist with reconciling data conversion efforts during migration efforts.
  • Assist with verifying and validating data transformation.
  • Assist with pre- and post-validation data load testing.
  • Assist with validating data in mock conversions and the full migration.
  • Assist with unit and end-to-end integration testing to ensure the flow of data from the source applications to the target applications is accurate.
  • Assist with documenting the end-to-end data migration test results and a lesson learned report.
  • Assist in development of data storage for legacy/non-migrated data for reporting. Includes:
    • Review and provide recommendations for new business intelligence technology / applications
    • Review and provide recommendations on infrastructure required
    • Review and provide recommendations on size required for storage of data
  • Assist in the development of reports.

Required Skills:

  • US Citizenship Required / Background Investigation required to attain favorable entry on duty (EOD)
  • 3-5 years
  • Masters Degree
  • Ability to review and document data correctness or anomalies
  • Experience with data conversions
  • ETL, SQL, TOAD and EBS experience is required
  • Excellent writing skills – ability to write professional quality data plans
  • Must have excellent oral communications skills and the ability to make a positive contribution in meetings
  • Able to develop working relationships with client
  • Data Migration and Business Intelligence Reporting Planning

Desired Skills:

  • Experience of performing data conversion tasks for full-lifecycle Federal financial system data migration project that is of comparable size and scope
