The Payroll Subject Matter Expert (SME) – Mexico will serve as the primary expert on payroll regulations, compliance, and best practices in Mexico. This role is responsible for overseeing payroll processing in accordance with Mexican labor, tax, and social security legislation, ensuring timely compliance with all statutory filings and payments. The SME will support client implementations, guide payroll operations, collaborate with internal and external stakeholders, and drive process improvements tailored to the Mexican market.
The SME will ensure full compliance with the Mexican Federal Labor Law (Ley Federal del Trabajo), Mexican Social Security Institute (IMSS) requirements, National Workers’ Housing Fund Institute (INFONAVIT) obligations, and Tax Administration Service (SAT) payroll tax reporting (CFDI). This includes staying up to date with legislative changes and applying them to payroll practices and systems.
Roles & Responsibilities:
Operational & Compliance Oversight
Oversee and execute end-to-end payroll processing for Mexico, ensuring accurate and timely payments to employees and authorities.
Ensure accurate calculations for statutory deductions, benefits, and remittances.
Ensure compliance with:
SAT – CFDI payroll issuance, ISR (Income Tax) calculation and remittance, electronic payroll reporting.
IMSS – Calculation and submission of social security contributions.
INFONAVIT – Calculation and payment of housing fund contributions.
State Payroll Taxes (ISN) – Accurate calculation and timely remittance for applicable states.
Prepare and submit monthly, bi-monthly, and annual statutory returns to Mexican authorities (e.g., SUA, IDSE, DeclaraSAT).
Manage year-end adjustments, including Ajuste Anual de ISR and annual CFDI issuance.
Ensure correct handling of employee terminations, including severance (finiquito), vacation payouts, and seniority premiums (prima de antigüedad).
Advisory & Implementation Support
Lead payroll onboarding for new clients in Mexico, ensuring accurate data migration, configuration, and compliance setup.
Advise clients on payroll best practices, local compliance requirements, and optimization opportunities.
Support system configuration for Mexican statutory rules, earnings, deductions, and benefits (e.g., food vouchers, savings funds).
Audit, Control & Process Improvement
Conduct payroll reconciliations, variance analyses, and compliance audits.
Ensure correct application of exemptions and caps for social security and tax purposes.
Identify and implement process improvements, automation opportunities, and control measures specific to Mexican payroll.
Develop and maintain payroll documentation, SOPs, and training materials.
Stakeholder Engagement
Collaborate with HR, Finance, and Legal teams to align payroll practices with business objectives.
Maintain relationships with payroll vendors, tax advisors, and government agencies.
Provide training on Mexican payroll compliance, systems usage, and statutory updates.
Serve as a trusted advisor for payroll-related inquiries from internal stakeholders and clients.
Experience: Minimum 5 years of payroll experience in Mexico, including hands-on processing, compliance management, and reporting to SAT, IMSS, INFONAVIT, and state authorities.
Technical Knowledge: Deep understanding of Ley Federal del Trabajo, ISR Law, Social Security Law, INFONAVIT Law, and applicable state payroll tax laws.
Strong knowledge of CFDI payroll structure, timbrado process, and electronic payroll submissions.
Experience with SUA, IDSE, and DeclaraSAT platforms.
Experience with payroll system implementations, process improvements, and automation.
Proficiency in Mexican payroll software and Microsoft Excel (advanced functions for payroll analysis).
Strong analytical and problem-solving skills, with ability to resolve complex payroll issues under tight deadlines.
Excellent communication and interpersonal skills, with the ability to explain payroll concepts to diverse stakeholders.
Excellent verbal and written communication skills in Spanish; English proficiency required for client and internal communication.
Mexican payroll certification (Certificación en Materia de Nómina or equivalent).
Preference for working experience in BPO, shared services, or multinational environments.
This role combines operational payroll expertise with strategic subject matter responsibilities, playing a key role in ensuring both compliance and continuous improvement in payroll service delivery.
