Job description
HR Factory client is an innovative and value-driven public sector organization that develops advanced IT solutions on a national scale. We are currently looking for a Head of Product to join the team, contribute to the country’s digital transformation, and lead projects that will have a lasting impact on the Lithuanian education system.
Responsibilities
Develop and implement product strategies aligned with national and organizational goals;
Lead the product team (POs, BAs, UX designers, engineers, PMs), ensuring alignment and delivery quality;
Introduce effective work methodologies (Kanban, Agile) and continuously improve internal processes;
Manage the full product lifecycle (Product Lifecycle Management);
Collaborate with ministries, agencies, municipalities, and other stakeholders;
Deep dive into ongoing projects, analyze current situations, and ensure smooth execution and delivery.
A university degree in a relevant field;
At least 5 years of experience in IT product or program management, including 2–3 years in a leadership role;
Proven experience in the development and implementation of large-scale IT systems (experience in the education sector is an advantage);
Strong knowledge of Agile/Lean methodologies (Scrum, SAFe, Kanban);
Strategic thinking with the ability to assess product value, risks, and costs;
Solid understanding of technologies: IT architecture, integrations, data security, UX;
Strong leadership skills: team building, motivation, conflict resolution;
Excellent communication skills, results-oriented mindset, and innovative thinking;
Advantage – experience with public sector or EU-funded IT projects;
Fluency in Lithuanian.

Salary: €5800–7100 gross/month (before taxes)
