Pay Range

$218,700 - $332,772 Annually

$218,700 - $277,344 Annually for the SEL.4 level

$262,410 - $332,772 Annually for the SEL.5 level

This is the lowest to highest salary in good faith we would pay for this role at the time of this posting. Pay will not be below any applicable local minimum wage. An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Job Description

We have multiple openings for a Superblock Capabilities Portfolio Manager to lead and manage programmatic capability development teams in the Superblock, a DOE Hazard Category 2 nuclear facility. You will manage and execute a large and diverse portfolio of technical projects to achieve critical LLNL missions, and will often be involved in significant R&D projects, applying your expertise to create innovative solutions. You will develop staffing plans, strategic plans, and budgets. You will lead large engineering teams in designing and installing new equipment and capabilities in the Superblock. This position is in the Defense Technologies Engineering Division (DTED) within the Engineering Directorate.

These positions will be filled at either level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

These positions may offer a hybrid schedule, blending in-person and virtual presence. You may have the flexibility to work from home one or more days per week.

You will

  • Provide technical leadership and direction in the planning, design, and execution of multiple highly complex simultaneous engineering projects within a nuclear facility.
  • Support significant R&D projects by applying expert level knowledge, skills, and innovation to create mechanical solutions that are safe and compliant with DOE orders and specifications. Monitor performance required to meet project milestones and deliverables, including leading corrective actions where necessary, ensuring projects’ activities are conducted safely and efficiently, and developing and managing projects’ scope, schedule, and budget.
  • Oversee the timely development, review, and approval of engineering and technical work documents, analyses, change packages, work planning and control packages, and calculations.
  • Manage project changes and mitigate project risks throughout the project lifecycle, sharing lessons learned with the broader organization.
  • Engage with stakeholders for requirements gathering and validation, and collaborate with Superblock management, programmatic leads, and facility managers to align project objectives and resolve conflicts.
  • Independently prepare project documentation, perform data gathering, oversee monthly reporting, and coordinate internal and/or external document comments/reviews.
  • Oversee commissioning, testing, and handover of completed projects to operations.
  • Manage, mentor, and motivate the engineering staff in nuclear facility work, technical development, and professional growth.
  • Exercise independent judgment to provide advanced technical leadership and solutions for highly complex problems that may not be well defined.
  • Perform other duties as assigned.

Additional job responsibilities at the SEL.5 level

  • Perform formal risk analyses to identify, manage, and mitigate risks throughout the project lifecycle including factors that may be intangible.
  • Ensure and oversee implementation and management of a strong quality control and quality assurance program throughout the project lifecycle, utilizing LLNL standards throughout.
  • Perform high-level goal setting, direct high level strategic plans to achieve objectives, and provide high level strategic technical advice to management and external customers.
  • Serve as an organization spokesperson and senior technical expert for Laboratory management and/or as an external advisor for customers and sponsors, including serving on scientific or technical committees and positively representing the program and the Laboratory.
  • Influence strategic technical decisions made by senior management and external customers.

Qualifications

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor’s degree in an Engineering field such as Mechanical, Structural, Electrical or Civil Engineering or related technical field, or the equivalent combination of education and related experience.
  • Significant engineering experience effectively building, motivating, and leading multi-disciplinary teams of technical and scientific staff.
  • Significant experience managing a highly complex technical portfolio of projects and successfully delivering impactful results.
  • Expert communication, facilitation, collaboration, problem-solving, and interpersonal skills to effectively lead a diverse multidisciplinary technical team, direct innovative research, advise senior management, and provide strategic technical guidance.
  • Significant  experience fostering productive relationships with external advisors and reviewers, as well as  other divisions, directorates, laboratories, and institutions across the Department of Energy (DOE) and Department of Defense (DoD) enterprise.
  • Demonstrated record of promoting and implementing safe work practices, including OSHA, environmental, safety and health standards.

Additional qualifications at the SEL.5 level

  • Extensive experience managing and leading a significant technical portfolio and supporting large-scale projects led by others.
  • Demonstrated ability to successfully achieve a program’s overall objectives and long-range goals, and deliver impactful results.
  • Expert level knowledge of, and extensive experience in strategic planning, including defining and decision-making on significantly impactful matters.
  • Extensive experience in Project Management and the application of project management processes, including utilizing costing and scheduling tools and project management software to manage highly complex, multidisciplinary construction projects within operating facilities.
  • Extensive experience effectively managing multiple projects within a Commercial, Department of Energy, or Navy Nuclear Facility.

Desired qualifications

  • Advanced degree in engineering or a related technical field.
  • Experience working in nuclear facilities and understanding of operations in a high hazard environment and governing regulatory requirements
  • California Professional Engineering Registration.
