Job Description:

MoCaFi seeks an experienced Business Analyst (BA) to join our PMO team. In this role, you will be instrumental in bridging the gap between high-level use cases and detailed, actionable business requirements, ensuring the successful development and implementation of innovative payment solutions for the Federal government. You will work cross-functionally with Product, Tech, Operations, and other internal stakeholders to translate complex business needs into clear specifications and intuitive user experiences.

This position reports to our Senior Project Manager and is remote unless candidates are based in the NYC area; those candidates will be hybrid two days per week at our Manhattan headquarters. The salary range is $90,000 - 140,000 based on location.

Primary Responsibilities:

    • Use Case Documentation:
    • Use Case Description

    • Actors (users/systems)

    • Preconditions

    • Desired Outcomes

    • Postconditions

    • Cross-partner dependencies (e.g. Processors)

    • Lead the use case mapping exercises at the onset of new projects to clearly define user interactions and system behaviors.

    • Create comprehensive use case documentation that includes:

    • Document both happy and unhappy paths to ensure thorough scenario planning

    • Document business requirements and communicate those to the product and tech teams

    • Requirements Elicitation & Analysis:

      • Proactively engage with stakeholders to understand business objectives, pain points, and existing processes related to federal payments.
      • Translate high-level use cases and user stories into detailed, unambiguous, and testable functional and non-functional requirements.
      • Conduct an in-depth analysis of existing systems and processes to identify integration points, dependencies, and potential areas for improvement.
      • Facilitate workshops, interviews, and other elicitation techniques to gather comprehensive business requirements.
    • Documentation & Modeling:

      • Develop and maintain comprehensive documentation, including detailed requirements specifications (e.g., PRDs), process flows, and other relevant artifacts.
      • Ensure all documentation is clear, concise, well-organized, and easily understood by business and technical audiences.
    • Stakeholder Alignment & Communication:

      • Act as a primary liaison between business stakeholders
      • Facilitate productive discussions and negotiate conflicting business requirements among diverse stakeholder groups to achieve consensus and drive decisions.
      • Identify and escalate risks and issues related to business requirements and scope, proposing mitigation strategies.
    • Cross Team Collaboration & Support:

      • Identify and engage key stakeholders including Operations, Finance, Technology, Product, and external vendors.
      • Contribute to PMO-level reporting, dashboards, and governance reviews by providing status updates on requirements progress, risks, and issues impacting program delivery.
      • Support project managers with scope definition, planning, and status tracking.

Testing & Validation - Define and support the creation of UAT test plans based on documented use cases.

  • Partner with the product and tech teams to create the test plan

Qualifications & Skills:

  • Bachelor’s degree in Business Administration, Information Systems, Computer Science, or a related field; alternatively, 5+ years of experience as a Business Analyst, with a strong portfolio demonstrating the ability to translate use cases into actionable business requirements.
  • Experience working within a PMO or Project-driven environment. Proven experience with use case development, business process mapping, business requirements documentation, and generation of process flow diagrams.
  • 4+ years of experience in payments (e.g. payment processing, acquiring, issuing, payment technology provider, etc.)with a background in card rail-based transactions, ACH transactions, transaction lifecycles, card issuing, processing partners, and reconciliation processes.
  • Proficiency in project management tools (e.g., JIRA, Confluence, Figma or Visio).
  • Ability to facilitate meetings, lead discussions, and build consensus among diverse stakeholders.
  • Exceptional analytical and problem-solving skills, with a keen eye for detail.
  • Solid understanding of the software development lifecycle (SDLC) and agile methodologies. Strong knowledge of operational and customer experience impacts of technical projects.
  • Strong written and verbal skills; ability to shift communication style based on the audience.
  • Proven ability to work independently and collaboratively in a fast-paced, highly collaborative environment.
  • Pursuant to our contract with the FAA, this position requires that all employees working on Federal contracts be U.S. citizens or Lawful Permanent Residents.
