WORKING METHODS, ENVIRONMENT AND CONDITIONS
Project duration: 440 days
Initial contract duration: 220 days
Expected start date: 18/07/2025
Service delivery mode: Near-Site (The services shall be performed remotely in Near-site location allowing to reach the Commission premises in Brussels within 2 hours.)
DESCRIPTION OF THE TASKS
Following tasks will be performed by external service provider:
• Definition of the overall architectural vision and roadmap for the TAXUD DataLab, covering data ingestion, processing, analytics, and platform components, ensuring alignment with DG TAXUD’s digital strategy.
• Preparation of architectural design documents, technical blueprints, data models, and integration patterns to support the development and scalability of the DataLab infrastructure.
• Management of the architectural consistency and interoperability between various data sources, analytics components, and supporting IT systems within TAXUD.
• Development and maintenance of reference architecture models, architectural guidelines, and governance frameworks to support efficient data operations and platform evolution.
• Coordination and review of solution designs proposed by project teams and subcontractors, ensuring compliance with architectural standards, data governance principles, and security requirements.
• Reporting of architecture-related progress, risks, and recommendations to TAXUD management and other relevant stakeholders, ensuring transparency in solution implementation and strategic alignment.
• Assistance with the identification and evaluation of technology choices, architectural trade-offs, and best practices for enhancing data ingestion pipelines, advanced analytics capabilities, and platform performance.
• Interaction with business analysts, users, project leaders, and developers to ensure alignment between business needs and technical architecture, and to provide guidance throughout the project lifecycle.
SPECIFIC EXPERTISE
Following specific expertise is mandatory for the performance of tasks:
• Excellent knowledge of enterprise architecture frameworks, such as TOGAF, COBIT or Zachman, demonstrated through the design, implementation, and operationalisation of architecture models and standards.
• Experience in developing and implementing business architecture roadmaps and multi-year architecture plans, ensuring alignment with strategic business goals and priorities across projects and programmes.
• Experience in working under CIO-level or equivalent strategic leadership, supporting enterprise-wide architecture decision-making and contributing to long-term capability planning.
• Experience in conducting architecture assessments, gap analyses, and system evaluations, identifying discrepancies, vulnerabilities, and opportunities for technical and operational optimisation.
• Experience in integrating business, information, and technology architecture layers, ensuring coherence across domains and alignment with business strategies and management drivers.
• Excellent communication and facilitation skills, with the ability to present architecture visions, lead structured discussions, and promote architectural approaches to diverse stakeholder groups.
• Strong capability in modelling and abstraction, applying standard representation techniques to support architecture documentation and engagement across project actors.
• Good knowledge of enterprise architecture notations, such as BPMN and ArchiMate, applied in modelling business processes and systems dependencies.
• Good knowledge of enterprise architecture tools, such as ARIS or equivalent, used for capturing architecture artefacts, performing impact analysis, and maintaining architecture repositories.
CERTIFICATIONS & STANDARDS:
Following certificates & standards are considered as an asset for the performance of tasks:
• TOGAF® (The Open Group Architecture Framework) Certification – recognised standard for enterprise architecture development and governance.
• ArchiMate® Certification – supporting standardised modelling of enterprise architecture layers and domains.
• AWS Certified Solutions Architect (Associate or Professional) – demonstrating proficiency in designing scalable, secure, and high-performance architecture in cloud environments.
Qualifications
A minimum educational qualification is: Level of education corresponding to Level 7 of the European Qualification Framework which typically corresponds to a master’s level or 5 years of higher education.
In case of a missing Master degree, you can still apply with a Bachelor degree, just we will deduct 4 years from your total experience.
