About the Position
Dexis seeks an Evaluation Team Lead Consultant to support an anticipated project for the US International Development Finance Corporation. The Evaluation Team Lead will manage the planning and execution of the portfolio evaluation of DFC’s critical infrastructure investments. The individual will be responsible for methodological design, team coordination, and delivery of high-quality qualitative and mixed-method evaluations, with particular attention to environmental and social dimensions of infrastructure projects.
This consultant is remote eligible and the position is contingent upon contract award.
Responsibilities
Lead development of the evaluation protocol and workplan.
Oversee desk research, theory of change development, data collection, and analysis.
Supervise and coordinate a multidisciplinary team, including economists, engineers, analysts, and local field researchers.
Serve as the primary point of contact for the COR and GTM.
Ensure the integrity of qualitative methods used in interviews, site visits, and stakeholder engagement.
Contribute to drafting of case studies, internal and external reports, and presentations.
Ensure quality assurance, adherence to deadlines, and responsiveness to DFC feedback.
Qualifications
Advanced degree (Master’s or Ph.D.) in international development, public policy, evaluation, environmental studies, or a related field.
Minimum 10 years’ experience leading evaluations of international infrastructure development projects.
Demonstratedexpertise in qualitative methods including interview design, focus group facilitation, and environmental/social impact assessment.
Experience working in or evaluating projects in low- and middle-income countries.
Familiarity with development finance institutions (e.g., DFC, IFC) and their performance and environmental/social standards.
Proven track record of managing multi-disciplinary teams and complex evaluations.
