About the SPRUCE IDIQ

The SPRUCE IDIQ is a $2.4 billion contract vehicle awarded by the Department of Veterans Affairs to acquire digital products and services that facilitate better user experiences. It encompasses five technical functional areas: software development and operations, technical advising and architecture planning, service design and user research studies, data science and analytics, and product support operations.

What you’ll be doing

The Data Analytics, Metrics & Evaluation Specialist is part of the Cartography and Shared Portal Support Team in support of the modernization of a mobile app for the Veteran’s Administration Health and Benefits services. This team plays a key role in ensuring shared features, navigation structures, and user experiences across platforms are data-informed, consistent, and high performing. In this role, you’ll partner with product, design, and engineering to translate complex data into actionable insights that improve access to care for millions of Veterans. You’ll help define performance metrics, develop dashboards, and support program-level reporting that guides ongoing service enhancements.

This is a full-time position contingent on contract award by our client, with a defined performance period of up to one year, with the possibility of two one-year extensions. Responsibilities

  • Define and track performance indicators for shared portal components, site architecture, and mobile parity features.
  • Build dashboards, reports, and visualizations that make data easy to understand and act upon for technical and non-technical stakeholders.
  • Analyze quantitative and qualitative data to inform navigation improvements, content structure, and legacy system retirements.
  • Collaborate with research and design teams to triangulate insights and support evidence-based decision-making.
  • Ensure data governance, privacy, and security compliance in all analytics activities.
  • Support evaluation frameworks and outcomes reporting for VA stakeholders.
  • Contribute to a culture of continuous improvement through insight-driven iteration.
  • Other relevant duties as qualified and trained to execute.

Qualifications

  • Bachelor’s degree plus at least four (4) years of relevant experience, or an equivalent combination of education and experience
  • Demonstrated experience in data analytics, program evaluation, or digital product performance measurement.
  • Strong proficiency in Google Analytics, SQL, and visualization tools (e.g., Tableau, Power BI, Looker).
  • Familiarity with product analytics tools such as Mixpanel, GA4, DataDog RUM, or similar platforms.
  • Experience with dashboarding and reporting, including data visualization.
  • Ability to capture metrics generated from a range of data sources, triangulate across data types (qualitative and quantitative), and synthesize meaning to provide an overall picture of usage, satisfaction, and behaviors.
  • Demonstrated understanding of Agile software development, product delivery, and human-centered design principles.
  • Experience applying evaluation methods in complex systems, such as federal or healthcare environments.
  • Proven analytical thinker with a knack for storytelling through data.
  • Demonstrated success as a strong communicator—you can distill complex metrics into clear, compelling insights.
  • Detail-oriented with the ability to see patterns across systems and services.
  • Strong and thoughtful collaborator—you ask good questions and thrive in cross-functional environments.
  • Proven proactive problem-solver with a strong sense of ownership.
  • Ability to obtain and maintain public trust clearance.

Nice to have

  • Experience working with VA systems, federal health data, or other government digital services.
  • Familiarity with MHV platform metrics or Veteran-facing service performance indicators.
  • Experience supporting sunsetting/transition planning with data analysis.

$90,000 - $100,000 a year
