Background
Dexis Consulting Group (Dexis) implements the Guatemala Border, Security, and Information Management Project as a contractor for the United States Agency for International Development (USAID). The Project has as its primary objective the strengthening immigration prosecutions and investigations against gangs and other criminal organizations that may threaten United States security.
Objective
Throughout the implementation of justice projects, USAID has promoted best practice exchanges between Guatemalan officials and police investigation experts from the United States. Currently, USAID’s Border, Security, and Information Management is working to support various governmental internal investigation units that can initiate and learn about successful and efficient practices.
Therefore, the Project deems important coordinating a new visit with the heads of the probity offices supported by the project to learn about best practices and apply in Guatemala what is possible.
In addition, the project seeks to learn about success stories of these law enforcement agencies in other criminal phenomena studied by the project experts, such as extortion management, migrant smuggling crimes and crimes committed by gangs of Central and South American origin.
Tasks
- Review the framework of the project component that supports governmental internal control units in making appropriate proposals for the study tour to Harris County, Texas.
- Plan and design an agenda for the study tour to Harris County that includes visits and meetings between Guatemalan officials and representatives of law enforcement agencies where efficient criminal investigation practices and disciplinary processes are applied.
- Create a follow-up and advisory plan for Guatemalan officials on how to apply the best practices observed to the national reality.
- Design a schedule to follow up on the implementation of the skills learned in Harris County among the officials of the probity units supported by the project.
- Write a report with technical recommendations for follow-up and dissemination of best practices that can be implemented.
Qualifications
- Bachelor’s degree in a field related to public safety, law enforcement, or a former law enforcement officer in any agency of the U.S. Department of Justice, U.S. Department of State, or law enforcement agencies in Harris County or the surrounding area.
- Minimum 15 years of professional experience in related fields.
- Demonstrated professional proficiency in English and Spanish, with the ability to produce clear, concise, well-structured documents in Spanish and English tailored to USAID and other counterparts.
- Previous work experience with foreign assistance projects.
- To be able to arrange meetings with law enforcement agencies in Harris County Texas and provide accompaniment to Guatemalan officials on each of the visits.
- Familiarity with Guatemalan context, a plus.
Location:
Harris County Texas, and Guatemala City.
