Job description
We currently have a vacancy for a Digital Transformation and Public Procurement Expert fluent in English, to offer his/her services as an expert remotely within EU. In the context of the first assignment, the successful candidate will be integrated in the team of the company that will closely cooperate with a major clientβs IT team on site.
Tasks:
Help customers choose the right procurement setup for their needs;
Route requests through the right flows, assisting on every step of competitions and ensuring compliance with standards, templates and guidelines;
Assist customers in drafting specifications and review documents produced by customers;
Liaise with other stakeholders to publish competitions;
Walk customers through the evaluation phase by providing explanation and templates;
Collaborate on evaluation reports, award decisions;
Design and run public procurement procedures for brokers (cloud, professional services and software) and to the digitalization of the procurement activities;
Identify lessons learned and propose improvements for subsequent procedures;
Contribute to the procurement strategy and design the catalogue of procurement vehicles offered by the brokers.
Masterβs degree in IT or relevant discipline, combined with minimum 10 years of relevant working experience in IT;
Minimum 6 years of experience in EU public procurement, including technical and legal requirements in procurement;
Minimum 3 years of experience in dissemination on public procurement best practices (e.g. presentations, seminars);
Minimum 3 years of experience on Digital Transformation in the domain of public procurement;
Experience in drafting technical specifications, writing evaluation reports;
Extensive knowledge of European public procurement procedures;
Understanding legal as well as regulatory constraints surrounding public procurement;
Minimum 1 certification in public procurement (e.g. provided by the European Institute of Public Administration);
Excellent command of the English language.
