Hi, we’re Oscar. We’re hiring a Senior Manager, Public Policy (Tech) to join our Legal team.

About the role
The Senior Manager, Tech Policy leads the coordination of Oscar’s tech policy strategy with tech business teams for leadership approval and tracks milestones and progress; monitor internal education and strategic policy support provided to internal clients; and collaborate and supports Government Affairs leaders in advocacy strategy.
You will report to the Director, Public Policy.

Pay Transparency:
The base pay for this role in the states of California, Connecticut, New Jersey, New York, and Washington is: $144,000 - $189,000 per year.The base pay for this role in all other locations is: $129,600 - $170,100 per year. You are also eligible for employee benefits, participation in Oscar’s unlimited vacation program and annual performance bonuses.
Responsibilities
Strategic Partner. Be the primary contact to tech partners to understand our regulatory landscape for tech and AI; serve as strategic advisor on regulatory risks and business opportunities together with the Director, Public Policy.
Crafts Policy Positions. Create strategies to address a broad-spectrum of current, in development, and new tech policies of importance to Oscar
- Develop collateral (background materials, written testimony, talking points) to assist Oscar’s government affairs team in influencing legislators, regulators, trade associations, and/or professional organizations on matters of public policy
- Provide subject matter expertise to members of Oscar’s government relations team and business teams to ensure their understanding of important issues affecting healthcare and technology
- Communicate research in a compelling, easy-to-understand way to internal and external audiences, including non-policy audiences
Policy Trends. Analyzes policy issues and trends to identify strategy development, deployment, and assessment around opportunities and risks.
Coalition Building. Identify coalitions to lead policy agenda.
On a daily basis, collaborates with internal business leaders and government affairs teams to achieve policy goals.
Compliance with all applicable laws and regulations

Qualifications
- Bachelor’s Degree or 6+ years experience in a public policy environments at the federal level, with at least 3+ years experience managing a function critical to business growth.
- 6+ years of experience in tech policy.
- 1+ years of experience providing strategic counsel to senior policy executives and C-Suite members.
- 1+ years of experience in the executive branch (eg. OMB or HHS)
Bonus Points
- Master’s or legal degree.
- Demonstrated knowledge of the healthcare industry, with a focus on tech policy.
- Academic experience with tech policy or at a tech thinktank.

Pay Transparency: Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, and experience.
