Effectual Program Managers are members of the Public Sector Program Management team responsible for ensuring execution of customer-facing contracts and delivering services with customer satisfaction and technical excellence. Effectual Program Managers are “Brand Ambassadors” and are expected to stay current on leading practices to deliver high-quality, well-conceived solutions to customers.
Operating at both the strategic and operational levels, the Engagement Manager serves as the principal interface between government customers and internal delivery teams. You will demand rigorous oversight of task-, deliverables-, and timeline-based contracts while ensuring compliance with public sector requirements and industry best practices. The Program Manager leads multi-disciplinary teams across cloud engineering, platform operations, architecture, application development, organizational change management, CloudOps, ATO processes, and security compliance functions.
Effectual Engagement Managers bring a solid foundation in technical competencies with strategic oversight. They will hold full accountability for the successful execution and oversight of complex, cloud-focused program. This role requires a seasoned professional capable of driving enterprise-scale transformation efforts, maintaining high customer satisfaction, and delivering measurable outcomes aligned with mission objectives. The TPEM is ultimately responsible for ensuring that both corporate objectives and customer expectations are consistently met or exceeded.
A Glimpse into the Daily Routine of an Engagement Manager
The Engagement Manager operates at the center of program execution, customer engagement, and delivery assurance. Each day begins with a comprehensive review of project milestones, team progress, and contract deliverables to ensure strict adherence to timelines, scope, and budget. The Engagement Manager leads structured meetings with internal teams—spanning cloud engineers, architects, developers, compliance experts, and operations personnel—to monitor workstream status, mitigate risks, and resolve blockers with urgency and precision.
Direct customer engagement is a core component of the role. The Engagement Manager conducts strategic check-ins with government stakeholders, communicates program health and risks, and ensures alignment with contractual obligations and agency priorities. Financial oversight is routine, involving review of resource burn rates, forecasting, and cost optimization—particularly within AWS environments.
Throughout the day, the Program Manager works with executive leadership, corporate support teams, and partner organizations to address escalations, coordinate staffing, and implement organizational strategies. The Program Manager also drives the development and review of important artifacts including roadmaps, status reports, risk registers, and change requests, ensuring program transparency and accountability at all levels.
You Will:
· Lead all aspects of end-to-end program delivery for complex, diverse AWS-based application migration and modernization projects, including customer engagement, contract performance, resource planning, financial controls, and strategic alignment—ensuring full accountability for scope, schedule, cost, risk, and quality
· Be the primary contact and trusted advisor to customers, translating mission goals into executable roadmaps and ensuring all contract deliverables meet expectations
· Direct the planning, execution, and delivery of application migrations, architecture modernization, CloudOps, O&M, security, ATO, and development activities across multiple workstreams
· Demonstrate technical depth to contribute to intelligent discussions, propose viable solutions, review architectures, and guide partners through cloud modernization strategies
· Guide technical teams by clarifying requirements, shaping solutions, and ensuring understanding of AWS best practices, compliance frameworks, and agency-specific standards
· Identify technical issues and gaps; resolve directly or mobilize appropriate experts and resources to create solutions
· Ensure accurate scoping, estimation, and delivery planning with solution architects, engineers, and delivery leads
· Maintain full responsibility for program financials, including cost controls, burn rate monitoring, margin optimization, and forecasting across labor and non-labor expenditures
· Oversee team resourcing across contract workstreams, managing labor categories, role understanding, and cross-functional assignments observing contractual terms
· Develop and maintain governance structures, status reporting mechanisms, and escalation protocols to ensure transparency and proactive risk management
· Promote partner engagement and communications across technical, business, executive, and contracting audiences through structured briefings, reports, and relationship-building
· Influence senior stakeholders by presenting data-driven insights, proposing recommendations, and advocating for investments that support mission outcomes
· Navigate organizational politics, agency constraints, and bureaucratic processes to eliminate blockers and maintain delivery momentum
· Lead capture activities in partnership with sales, capture, and proposal teams by identifying follow-on opportunities, supporting proposal development, and shaping future task orders
· Serve as an expert and customer evangelist for cloud transformation, promoting modernization, scalability, and efficiency through AWS technologies
· Collaborate with internal corporate teams (Finance, HR, Security, Contracts, Compliance) to ensure contractual compliance, resource fulfillment, and operational effectiveness
· Conduct performance management, mentoring, and coaching of delivery teams to ensure high standards of execution and team development
· Facilitate continuous improvement by documenting lessons learned, tracking KPIs, standardizing practices, and driving process across programs
· Lead executive-level status reviews, quarterly business reviews (QBRs), and performance briefings; produce high-quality program reports, dashboards, and contract-level documentation.
· Ensure compliance with all regulatory, contractual, and security requirements, including FedRAMP, FISMA, NIST 800-53, and agency-specific ATO policies
You Have:
· Minimum Education: Bachelor’s degree in related discipline AND
· Minimum Experience: 10 years of which 3 years in client facing roles delivering technical solutions OR
· Substitution/Alternative to Minimum Education and Experience: Must have at least 10 years of on-the-job experience
· Be able to work remotely but, be able to go on-site as requested and/or occasionally with potentially some form of cadence, on-site in Washington DC
· Must be a US Citizen
· Ability to obtain Public Trust clearance
· 10+ years of experience managing public sector programs/contracts focused on cloud (AWS preferred)
· 10+ years of experience managing multi-disciplinary technical delivery teams including developers, architects, security engineers, and O&M staff
· Cloud (AWS Associate or Professional), Project Management (PMP), and/or Agile Certifications
· Experience with Jira, Confluence, or similar project and documentation platforms
· Hands-on experience with financial reporting tools and cost optimization in AWS
· Experience managing or supporting technical writing, training, and user enablement initiatives
· Experience managing task- and deliverables-based contracts
· Demonstrated expertise in cloud-based programs including migrations, platform management, and DevOps/CloudOps practices
· Experience with compliance frameworks like FedRAMP, NIST 800-53, and ATO processes
· Exceptional communication, negotiation, and client engagement skills, with ability to build rapport, manage expectations, and influence stakeholders at all levels
· Experience with Agile and Waterfall methodologies, project management best practices, and program governance
· Support incident response and troubleshooting of cloud infrastructure-related issues, ensuring minimal service disruptions
· Ability to work Eastern Standard Time Zone schedule
Nice-to-Have Skills and Experience
· Active Clearance or Public Trust (DOJ Preferred)
· AWS certifications (e.g., AWS Certified Solutions Architect – Associate/Professional)
· PMP or other project management certifications (e.g., PMI-ACP, PRINCE2)
· Experience with cloud platforms (AWS GovCloud, Azure Government) and cloud security concepts
· Expertise in federal compliance frameworks such as NIST, FISMA, and FedRAMP
· In-depth knowledge of security architectures for both on-premises and cloud-based systems, with a focus on FedRAMP compliance
· Data Governance and Privacy Regulations
· Business Process Reengineering
· Familiarity with enterprise change management frameworks (e.g., Prosci/ADKAR)

Salary Range: $173,000 - $231,000
