HCRC is currently seeking a highly skilled Senior Proposal manager to join our team.

The Proposal Manager oversees the preparation, development, coordination, and production of all proposals, ensuring alignment with organizational objectives. This role also supports opportunity planning and capture efforts. The successful candidate will lead diverse teams of consultants, subcontractors, and subject matter experts throughout the opportunity lifecycle. This position requires a seasoned professional with exceptional communication skills and a proven ability to build and manage high-performing federal proposal teams to deliver winning results.

Job Responsibilities:

  • Oversee proposal development to ensure strategic messages are clearly articulated and the win strategy is reflected in the final product, maximizing the probability of success.

  • Ensure adequate resources are allocated to deliver compliant, complete, and high-quality proposals on time and within budget.

  • Organize strategy meetings to establish win themes and align team efforts.

  • Conduct formal management reviews (e.g., pink, red, gold team reviews), ensuring timely collection, integration, and distribution of feedback.

  • Assist management in competitive analysis and solution strategy development.

  • Lead proposal kick-off meetings to align participants on requirements, roles, and objectives.

  • Summarize RFP requirements and provide up-to-date information to all participants.

  • Develop win themes and team differentiators for consistent emphasis across all proposal volumes.

  • Establish effective communication channels for the proposal team, including updates on solicitation changes, Q&A responses, and draft sharing.

  • Create and manage the proposal master schedule to ensure timely completion of all tasks.

  • Provide formatted volume templates to volume managers for consistency and compliance.

  • Proposal Management Responsibilities:

  • Coordinate the posting and integration of draft proposal deliverables.

  • Translate bid strategies into compelling proposal narratives.

  • Develop and manage detailed proposal schedules, milestones, and action plans.

  • Monitor and enforce adherence to milestones and deadlines.

  • Assign and oversee writing tasks and volume outlines.

  • Coordinate reviews and approvals for each proposal phase.

  • Guide value proposition development and ensure it aligns with the overall strategy.

  • Write, revise, and refine proposal content to ensure messaging is clear, compelling, and consistent.

  • Manage and collaborate effectively with diverse teams and technical disciplines in high-pressure environments.

Skills:

  • Proven History of Federal Market Success: Demonstrated track record of successful proposals in the Federal market, with a history of achieving measurable outcomes.
  • Experience with Pursuit Deal Sizes: Extensive experience managing pursuit deal sizes ranging from $10M to $50M.
  • Strong Business Acumen: In-depth knowledge of business practices and principles, ensuring strategic and operational effectiveness.
  • Leadership in Complex Bid Opportunities: Successful record of leading and winning complex bid opportunities with high-value outcomes.
  • Adaptability in Dynamic Environments: Comfortable navigating unstructured situations and engaging confidently with senior executives both internally and externally.
  • Expertise in Federal Proposal Efforts: Comprehensive understanding of federal contracting processes, including proposal preparation, documentation, evaluation, and compliance auditing.
  • Lifecycle Capture Management: Experience guiding opportunities from initial identification and capture strategy development through final proposal submission and post-award lessons-learned debriefings.
  • Thorough Knowledge of Federal Procurement: Familiarity with the federal procurement lifecycle, including requirements development, contract awards, and the Government acquisition process.
  • Regulatory Compliance Knowledge: Working knowledge of Federal Acquisition Regulations (FAR) and its subsidiaries (DFAR, AFAR, GFAR, etc.), with the ability to interpret government documents such as Requests for Proposals (RFP), Requests for Quotes (RFQ), Requests for Information (RFI), and solicitations.
  • Accomplished Proposal Writing Skills: Proficient in creating proposal-related documents, including executive summaries, compliance matrices, proposal outlines, directives, customer questions, storyboards, review materials, finalized documents, oral presentations, and lessons-learned reports.
  • Exceptional Communication and Leadership: Strong communication and facilitation skills, with demonstrated success managing large, diverse teams of technical and management personnel.
  • Government Proposal Preparation Expertise: Extensive experience in Government proposal processes, ensuring compliance and quality outcomes.
  • Independent and Team-Oriented Work Style: Ability to work autonomously on assigned tasks while effectively collaborating and accepting direction as needed.

Educational Requirements:

Bachelor’s degree in a technical field is required. Eight (8) years of experience may be substituted for the degree.

Experience:

  • Minimum of five (5) years of progressive experience in a fast-paced, high-volume proposal environment, including experience as a manager leading teams.
  • Proven track record of leading at least one major (> $20M) successful opportunity (opportunities > $50M strongly preferred).

Additional Requirements

  • Citizenship and Clearance:
    • Must be a U.S. citizen.
    • Ability to obtain and maintain a government security clearance.
    • Top Secret clearance preferred.
  • Technical Proficiency:
    • Proficient with Microsoft Office Suite, Microsoft Project, and Microsoft Visio.
    • Familiarity with collaboration tools such as Microsoft Teams.
    • Experience with web-based Customer Relationship Management (CRM) tools.
  • Key Skills:
    • Strong negotiation and interpersonal skills with the ability to engage internal and external stakeholders at all levels effectively.
    • Exceptional organizational skills with a keen attention to detail.
    • Excellent oral and written communication skills, ensuring clarity and professionalism in all interactions.
  • Work Commitment:
    • Willingness and ability to work extended hours when required to meet deadlines or project demands.
