Capture Manager
Location: Washington, DC Metro Hybrid or Remote
United States Citizenship Required
Security Clearance – active clearance desirable but not required. Eligibility to obtain clearance required.
Summary
We are seeking a highly motivated and experienced Capture and Business Development Program Manager to join our Program Management Office (PMO). This role is critical in defining, implementing, and managing the processes and procedures related to capturing new business and driving business development efforts up to the point of winning a project. The ideal candidate will leverage strategic planning, process optimization, and stakeholder engagement to maximize our organization’s success in acquiring new contracts and growing our market presence.
Responsibilities
- Process Definition and Implementation
- Develop and maintain standard operating procedures (SOPs) for capture and business development activities, aligning with overall organizational strategic goals.
- Define and implement the bid/no-bid process, including scorecard development and decision criteria.
- Establish and manage the proposal development lifecycle, from opportunity identification through submission, including compliance checks and quality reviews.
- Create and manage partner onboarding processes, including NDAs, teaming agreements, and joint capture plans.
- Develop and implement pricing strategies, including Basis of Estimate (BOE) and Cost/Price Volume development.
- Ensure compliance with all relevant regulations (FAR/DFARS, agency-specific) and internal policies.
- Execution and Management
- Monitor and manage the opportunity pipeline using tools such as GovWin IQ and Salesforce CRM.
- Lead bid/no-bid decision meetings and ensure proper documentation.
- Coordinate proposal development teams, assign roles, and ensure timely delivery of high-quality proposals.
- Facilitate color team reviews (Pink, Red, Gold) to ensure proposal quality and compliance.
- Manage partner and subcontractor relationships, including joint capture planning and quarterly business reviews.
- Track and report on capture and business development metrics, including win rates, pipeline status, and sales reporting.
- Ensure effective communication and collaboration between internal teams and external partners.
- Provide training and knowledge management support related to capture and business development processes.
- Stakeholder Engagement and Communication
- Identify and engage with key stakeholders, both internal and external, to ensure alignment and support for capture and business development efforts.
- Establish and maintain clear communication channels to keep stakeholders informed about progress, challenges, and changes.
- Conduct regular meetings and briefings to provide updates and gather feedback.
- Manage stakeholder expectations and resolve any conflicts or disagreements that may arise.
- Risk Management and Continuous Improvement
- Identify and assess potential risks to capture and business development efforts, and develop mitigation strategies.
- Monitor and track risks and issues, and ensure timely resolution.
- Conduct after-action reviews (AARs) of proposals and programs to identify lessons learned and implement process improvements.
- Continuously refine and optimize processes to enhance efficiency and effectiveness.
Qualifications
- Bachelor’s degree in Government, Business, Management, or a related field.
- Strong understanding of government procurement processes and regulations (FAR/DFARS).
- Experience successfully running capture programs at small to medium sized, USG focused firms
- Experience using business development tools such as GovWin IQ and Salesforce CRM.
- Excellent communication, organizational, and leadership skills.
- Ability to develop and manage complex processes and procedures.
- Strong analytical and problem-solving abilities.
- Proposal writing experience
Preferred Competencies
USG security clearance
Self-starter that is comfortable in ambiguous spaces and the ability to independently develop solutions
Comfortable working with partners and other contractors to develop solutions
