Position Summary:

We are a leading Disaster Recovery Emergency Management Consulting firm and are growing our team of Emergency Management Specialists (EMS) for anticipated opportunities to support our clients with preparations for, responding to, and recovering from federally declared disasters. The Emergency Management Specialists we are seeking need to be knowledgeable and experienced in a variety of federal programs to include Readiness and Response Operations, FEMA Public Assistance (PA) Program Operations, Hazard Mitigation Assistance (HMA) Operations, and/or Building Resilient Infrastructure and Communities (BRIC) Operations. As an Emergency Management Specialist, you will deploy for extended periods of time to work closely with federal, state, and local government agencies, private non-profit organizations, and potentially others, guiding them through the applicable emergency management processes.

Job Duties and Responsibilities may include, but not limited to:

  • Performing onsite at Emergency Operations Centers (EOCs), when requested by the client.

  • Performing onsite monitoring and observations of debris loading and hauling activities.

  • Performing site inspections and/or preliminary damage assessments, documenting damages, scope of work for repairs and cost estimates.

  • Developing federal grant applications (FEMA Project Worksheets) for all Categories of Work; providing review and quality assurance regarding damage descriptions, scope of work, cost estimates, and general PA eligibility content.

  • Providing guidance regarding FEMA’s Grants Portal including utilization of reporting functions.

  • Providing programmatic and technical assistance, performing program reviews, and project analysis as required.

  • Collecting, analyzing, organizing, and summarizing financial data.

  • Formulating large and small projects and performing validations.

  • Assisting with preparation of change of scope requests, alternate project requests or improved project requests, time extension requests processing, project worksheet amendments and versions, and audit preparations.

  • Assisting with preparation for and applying applicable PA Simplified Procedures and PA Alternative Procedures.

  • Providing project reviews for partial and final payment requests.

  • Preparing Public Assistance grants for and conducting net small project closeouts and individual large project closeouts.

  • Completing required trainings as directed.

Skills and Competencies:

  • Must have computer skills, including using Microsoft Office Suite applications with ability to quickly learn new computer software, programs, or tools.
  • Must possess high-level of attention to detail and be organized with the ability to prioritize multiple projects and meet deadlines.
  • Maintain a personal and professional high state of readiness and professional training.
  • Excellent written and verbal communication skills.
  • Ability to remain calm in stressful situations.
  • Current certifications in Incident Command System (ICS) and completion of applicable FEMA Independent Study courses, preferred.
  • Possess a valid state issued driver’s license and a satisfactory driving record.
  • Upon notification of activation, ability to quickly deploy to assigned client location.

Physical Demands/Work Environment:

  • Mobility required to travel to disaster sites and affected communities working on-site
  • Sitting or standing for hours at a time.
  • Capability to work in adverse weather conditions and challenging environments.
  • Ability to work up to twelve-hour shifts and maintaining flexibility for longer shifts as needed.
  • Ability to work at a computer for extended periods of time if needed.
  • Ability to lift 25 lbs. throughout the day and as needed.

Education and Experience:

  • Bachelor’s degree, preferred.
  • Minimum of 2 years of professional experience in one or more of the following areas preferred:
    • Site Inspector
    • Damage Assessor
    • Cost Estimator
    • Debris Monitor/Supervisor/Manager
    • Public Assistance Coordinator/Special
    • Hazard Mitigation Specialist
    • Public Assistance Grant Closeouts
