WORKING METHODS, ENVIRONMENT AND CONDITIONS

Work: Far-site (fully remote)

Nationality required: EU only!

Project duration: 1200 days

Initial contract duration: 220 days

Expected start date: 16/06/2025

SPECIFIC EXPERTISE

Following specific expertise is mandatory for the performance of tasks:

•    At least 10 years of specific expertise in Agile management ( Scrum, Kanban, Lean project management).

•    At least 10 years of specific expertise in Enterprise Architect (Sparx Systems).

•    At least 10 years of specific expertise in UML.

CERTIFICATIONS & STANDARDS

Mandatory certification ( one of):

•    Certified Scrum Product Owner (CSPO),

•    Professional Scrum Product Owner (PSPO),

•    SAFe Product Owner or equivalent.

DESCRIPTION OF THE TASKS

Following tasks will be performed by external service provider:

•    Works within the agile process and is the final authority for decisions regarding priority, business value, and functionality for all the work done by the agile development team.

•    Typically supervises several business analysts.

•    Possesses an in-depth knowledge of goals and desired objectives of the project.

•    Interacts and validates requirements with the business

•    Propose solutions by combining IT tools and business process refactoring or improvements based on an in-depth understanding of a specific business domain.

•    Creates, maintains, prioritizes, and sequences the product backlog based on business value or return

of investment.

•    Creates user stories and acceptance tests from themes and features granular enough for a single sprint.

•    Is involved in the decision-making process related to user stories scheduling into sprints.

•    Participates in project planning, daily stand-up meetings (SCRUM).

•    Participates to retrospectives, sprint and release planning, demos and other Scrum-related meetings.

•    Reviews deliverable and demonstrable product version/software functionalities after every sprint.

•    Organizes live demonstration of the product at the end of the sprint.

•    Facilitates the acceptance of the product by the business.

•    Develops and maintains standards for testing.

•    Provides progress reporting.

•    Assists with internal and external communication by improving of transparency and dissemination of information.

•    Assists with prioritization and resolution of defects / bugs.

•    May perform the role of Scrum master.

•    Interaction with the business analysts, customer, users, project leaders and the developers.

KNOWLEDGE AND SKILLS

Following skills and knowledge are required for the performance of the above listed tasks:

•    Experience with large, enterprise-level multi-user Information Systems.

•    Experience in Agile development.

•    Good knowledge of agile toolbox (i.e., JIRA, Confluence, BigPicture, Gliffy, Balsamiq, etc.).

•    Good knowledge of Application Management Lifecycle.

•    Good knowledge of agile process and methodologies.

•    Excellent leadership and conciliation skills.

•    Communications skills, both verbal (e.g.: presentations, seminars, etc.), and written (e.g.: reports, articles, etc.).

•    Promotion skills (“selling” the results of architectural approaches through presentations).

•    Ability to participate in technical and business meetings and communicate clearly on technical matters.

•    Ability to apply high quality standards.

•    Ability to cope with fast changing technologies.

•    Very good communication skills with technical and non-technical audiences.

•    Excellent knowledge broker.

•    Delegation and decision-making skills.

•    Autonomous with strong organisational and time-management skills.

Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:

•    Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team.

•    Ability to participate in multilingual meetings.

•    Ability to work in multi-cultural environment, on multiple large projects.

•    Excellent Team Player.

•    Ability to understand, speak and write English (C1/C2) and French (C1/C2). Other European languages will be an advantage.

•    High degree of discretion and integrity is required as the applications managed and maintained in DG CONNECT Unit R3 contain personal and confidential data.

Qualifications

A minimum educational qualification is: Level of education corresponding to Level 7 of the European Qualification Framework which typically corresponds to a master degree of 5 years.

In case of a missing master, you can still apply with Bachelor degree, but we need to deduct 4 years from your total experience.
