Job description

HCRC is currently seeking a highly skilled Senior Proposal Manager to join our team. This pivotal role is responsible for spearheading and overseeing the development of proposals. The selected candidate will play a key role in crafting and submitting proposals for various Federal Departments and Agencies. Additionally, they may be assigned to support billable work as needed.

Responsibilities:

  • Analyze customer solicitations and develop internal response plans and schedules for meeting customer proposal/quotation requirements.
  • Plan, manage, coordinate, prepare, and submit corporate proposals for major or multiple business opportunities in response to customer solicitations, according to established deadlines, guidelines, standards, and client policies.
  • Research, write, and edit technical/business/pricing responses.
  • Manage all proposal activities during planning, preparation, and post-submittal phases.
  • Guide and implement proposal development strategy.
  • Ensure proposal compliance, win themes, and consistent style for each proposal.
  • Work with the Business Development team to identify proposal resource requirements.
  • Coordinate the activities of internal and team member personnel.
  • Provide proposal team leadership, coaching new members, establishing schedules, facilitating solution strategy and theme sessions, conducting daily status reviews, and managing volume leads and authors throughout the proposal preparation process.
  • Schedule proposal reviews (Pink, Blue, Red, and Gold) and coordinate feedback from reviewers to authors.
  • Interface with and brief management on proposal status.
  • Lead multi-discipline or cross-functional team(s).
  • Provide significant input and coordinate the updating and management of supporting files such as resumes, contract descriptions, and standard text.
  • Provide post-submission leadership for oral presentations, Best and Final Offers, agency clarification requests, and Lessons Learned.
  • Responsible for driving Proposal Solutions.
  • Experience in developing strengths-based proposals is preferred.
  • Leading the team to drive content.
  • Write Management Plans, Past Performance, or Executive Summaries when required.

Required Experience/Qualifications:

  • 8 to 10 years of experience leading proposal development efforts.
  • Must be comfortable with both Federal proposal management and Federal proposal Writing (including Managing 4-6 proposals Concurrently).
  • Very Strong MS O365 Formatting/Desktop Publishing skills.
  • Experience or proven ability to manage multiple projects with tight deadlines.
  • Strong interpersonal skills.
  • Ability to lead efficient and effective teleconferences with multiple partner representatives.
