Job Description
Blue Water Thinking is seeking an experienced and dedicated Finance Subject Matter Expert to join our team, supporting the Department of Veterans Affairs (VA). This pivotal role involves leading a group of analysts to integrate business, cost estimating, and financial management processes efficiently, ensuring the judicious use of public funds. The ideal candidate will formulate strategic financial plans, prepare cost estimates, correlate financing requirements into executable budgets, and assess compliance with government standards, accounting principles, and internal controls.
Key Responsibilities:
- Lead a team of analysts in integrating business, cost estimating, and financial management processes.
- Formulate strategic financial plans and prepare cost estimates.
- Correlate financing requirements into executable budgets.
- Assess products and procedures for compliance with government standards, accounting principles, internal controls, and multi-tiered system application standards.
- Grasp interrelationships between financial management requirements and automated solutions in the current system environment and potential system integrations.
- Manage completion of work within specified time frames, ensuring all requirements are met.
- Prepare milestone status reports and presentations.
Minimum Qualifications:
- BA/BS degree.
- Past Federal financial experience. The resume should reflect the candidate’s experience engaging with an organization’s senior leaders relating to large, complex organizations.
- Experience as a Chief Financial Officer at a large healthcare organization such as a medical center and/or a VISN would be desired. Familiarity with VHA’s VISN structure is highly valuable for understanding VHA’s operations. Additionally, CFO experience at a medical center level or equivalent experience in a similar healthcare environment provides a more granular view of a medical center’s operations.
- In addition, the SME should have with prior system implementation experience involving numerous legacy systems which will be subsumed or interfaced with the new system(s). Ideally, VHA would like the candidate to have experience with current systems such as: FMS, MinX, IFCAP, etc
Preferred Qualifications:
- Advanced degree in finance, accounting, or a related field.
- Professional certification such as Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM).
- Experience in financial management within the healthcare sector, particularly with the VA or similar federal agencies.
- Expertise in utilizing financial management software and systems.
- Strong analytical, communication, and presentation skills.
Eligibility:
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
- Must be able to obtain and maintain the required federal public trust clearance for this role.
Compensation:
Salary for this position is determined by various factors, including but not limited to, location, the candidate’s particular combination of knowledge, skills, competencies, and experience, as well as contract specific affordability and organizational requirements. The proposed salary range for this position is outlined below:
Salary range: $160,000 - $190,000
