About the Company: Global Fishing Watch is an international, non-profit organization committed to advancing ocean governance through increased transparency. We create and publicly share knowledge about human activity at sea to enable fair and sustainable use of our ocean. Founded in 2015 through a collaboration between Oceana, SkyTruth, and Google, GFW became an independent non-profit organization in June 2017. Using cutting-edge technology, we create and publicly share map visualizations, data and analysis tools to enable scientific research and drive a transformation in how we manage our ocean. Our major focus is on commercial fishing because it is the most widespread human activity at sea, the most impactful on ocean health, and the most crucial for global livelihoods and food security. By 2030, we aim to monitor and visualize the impact of ocean-going vessels, both industrial and small-scale, that are responsible for the vast majority of the global seafood catch. We believe human activity at sea should be common knowledge in order to safeguard the global ocean commons for the common good of all.

The Position

Reporting to the International Policy Director, the Senior Manager, International Engagements is responsible for developing and implementing a targeted and focused strategy to achieve our transparency goals in multilateral fora and through collaborative partnerships.

This is a fixed term position, ending in October 2027 which may be renewed, subject to funding and mutual agreement. The incumbent will serve as Senior Manager, International Engagements for the International Policy team at Global Fishing Watch, focusing on advancing our transparency goals through multilateral engagements and events. This position will oversee two distinct areas of work, (1) Building momentum for transparency as an ocean governance principle across events and through partnerships, and (2) Securing policy changes within regional fisheries management bodies (RFBs). The role involves close collaboration with the International Policy team, Regional Leads and Country Officers within Global Fishing Watch and numerous external government and non-government stakeholders from a variety of nationalities and cultural backgrounds.

The ideal candidate should be an expert in international policy, capable of fostering relationships with key governments and organizations. They should be experienced in organising and running high calibre programs during international conferences and meetings. They should possess a deep understanding of international and regional governance policy-making, ideally including RFB processes.This position requires excellent project management skills, a demonstrated capability in advocating for and securing policy change, the ability to ensure our interventions are targeted and focused, a strong understanding of the implications of geopolitics in international decision making, and to work as part of a global team of advocacy staff. The candidate will manage a team of two staff members plus contractors.

Principal Duties and Responsibilities

  • Develop a strategy for and manage delivery of our transparency and policy goals in international conferences and meetings such as the Our Ocean Conference and UN Ocean Conference
  • Ensure the multiple complex threads of work being pursued at international fora across the Organisation are tracked and the International Policy team engages as appropriate
  • Manage delivery of policy changes on tracking, beneficial ownership and data interoperability within the General Fisheries Commission for the Mediterranean, the Inter-American Tropical Tuna Commission, International Commission for the Conservation of Atlantic Tunas, the South Pacific Regional Fisheries Management Organisation and the Western and Central Pacific Fisheries Commission
  • Serve as Head of Delegation and/ or Delegation Manager across RFBs as required by the Organisation
  • Represent the organisation and the International Policy work externally to stakeholders, forging and/ or maintaining key relationships with Brazil, Canada, Chile, the European Commission, Japan, Madagascar, Norway, Panama, Senegal, the United Kingdom and the United States
  • Provide guidance and support to the regional transparency program staff on policy work
  • Support the International Policy Director in ad-hoc policy and advocacy projects as needed
  • Other duties as assigned

Leadership and Management

  • Manage and lead the International Engagements team of two people
  • Advise regional transparency program staff, providing leadership, guidance and feedback and supporting teams to resolve complex problems
  • Establish and objectives and key results with team members, manage performance and track delivery
  • Maintain the team’s budget
  • Develop, coordinate, and enforce systems, policies, and procedures
  • Ensure a safe, secure, welcoming, and legal work environment

Candidate Description

Required:

  • Bachelor’s degree, or equivalent professional experience
  • Deep expertise in policy strategy development and delivery
  • Demonstrated experience in successfully securing and delivering policy change
  • Exceptional English language skills, written and oral, and the ability to communicate complex technical and scientific information to all audiences
  • Working proficiency in French or Spanish
  • The ability to move projects forward and secure our Organisational objectives on time, within budget and considering the appropriate risks
  • A dedication to positive and productive team management
  • Highly organized, analytical, detail oriented and self-motivated
  • Ability to work quickly and efficiently to a very high standard of detail
  • Ability to take ownership of projects and communicate project updates to stakeholders in a transparent and proactive manner
  • Ability to manage multiple priorities under tight deadlines while performing in a fast-paced, collaborative environment
  • An understanding of the complexities and internal communications surrounding collaboration in a global matrix and remote organization

Preferred

  • Fluency in languages additional to English, French and Spanish preferred
  • Understanding or experience of how capacity development, data analysis, and research work to support engagements of countries
  • Qualification in project management
  • Technical proficiency of project management systems such as Notion, spreadsheets and databases
  • Extensive network and experience working with multilateral organisations, RFBs and/ or multiple national governments
  • Basic technical ability, and familiarity with Slack, Google Suite, Google hangouts and other tools for remote work

Location: Canada, United States, Argentina, Brazil, Chile, Colombia, Costa Rica, Mexico, Panama, Ireland, Italy, United Kingdom, Gabon, Ghana, Kenya, Senegal

\* Please note that for those located in North, Latin, or South America, you will be expected to work in EST hours with some flexibility.

Please note that visa sponsorship is not available at this time.

Candidates must be authorized to work for GFW without visa sponsorship for at least two years after their start date (Estimated to be October 2025), or for the entire duration of their contract if on a fixed-term agreement (This role is funded until October 2027).

Individuals on student visas must be eligible for full-time employment on their visa and have valid work authorization (such as Optional Practical Training (OPT) or equivalent) that remains valid for at least two years or the duration of their contract. Candidates relying on a spouse’s visa for work authorization are not eligible, as they must independently qualify for employment.

Term: Fixed until October 2027 with possible extension

FT/PT: 80-100% will be considered

Salary: Canada: Employed via our Employer or Record Partner - annual salary of CAD 125,000 to CAD 150,000

USA: Direct GFW employee, annual salary of USD $105,000 to $125,000

Europe: Employed via our employer of record partner, annual salary of EUR 60,000 to 75,000

UK: employee, annual salary of GBP 65,000 to 70,000

For all other countries, compensation will be based on the cost of living in your country and internal peer equity. Should you proceed in the process, your recruiter will provide the range for your country. GFW offers pension/retirement, health and other benefits commensurate with similar level GFW employees in the country of employment. The position may be a GFW employee, an employee of our Employer of Record Partner, or a contractor depending on the country of residence.
