The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.
The NYISO’s Finance department invites applications for a full-time Settlement Operations Analyst.
The Settlement Operations Analyst screen billing determinant data for completeness and accuracy through structured analyses of dispatch interval and hourly meter and performance tracking and report upon observed variances and anomalies as prescribed through procedures. They will compile and reconcile Weekly and Monthly Invoice files for review by Finance management as assigned. Invoice processing may include manual adjustments, Working Capital, TCC/ ICAP auction results, and interest calculations and post-invoice comparative analysis and projections or peer reviews of these processes.
ESSENTIAL DUTIES and RESPONSIBILITIES
Daily monitoring and reporting upon the integrity of data integral to the settlements process, utilizing the following systems:
- External communication systems
- Internal communication systems
- Market Information System (MIS)
- Security Constrained Unit Commitment (SCUC)
- Real-time Commitment (RTC)
- Real -time Dispatch (RTD)
- Performance Tracking System (PTS)
- Market Information System archival (MISHIST)
- Consolidated Invoice and Customer Settlements Interface (CI/CSI)
- Salesforce
- Microsoft Suite (Excel, Word, PowerPoint)
Data analyses as prescribed by departmental procedure include:
- Reporting of billing determinant data integrity, including generator meter and performance data and tie meter flows.
- Verification and validation of generator out-of-merit statuses
- Receipt and validation of generator requests for out-of-merit billing treatment during start-up/shut-down and testing periods.
- Maintain departmental metrics.
- Compile, store and retrieve documentation
Support Meter Data Management Protocols and timelines.
Coordination with Meter Authorities on initial receipt and processing and updates of generator, tie and load meter data in accordance with the associated provisions of the NYISO tariff.
Documentation of results and reporting of anomalous data based on analyses performed on meter data
Perform Inadvertent Interchange Accounting, including:
Confirmation of tie-line flows, system withdrawals and transmission service schedules
Coordination with external control area representatives in reconciling inter-flow schedules and actuals
Compile and reconcile Weekly and Monthly Invoice files for review by Finance management, to include:
Manual adjustment calculation and entry or peer review
TCC/ ICAP auction results
Interest calculations
Cross train to learn other functions in the department.
Perform work under the guidance of Senior Analysts and report issues to more senior department members.
Provide direction and guidance to Associate Analysts in performance of departmental processes, as necessary.
May perform other analyses, structured and ad hoc, as directed.
Special projects as assigned.
QUALIFICATIONS:
- Bachelor’s Degree (BS, Accounting, Business, Economics or Finance) required.
- Five years related analyst experience, utility industry or market trading desired, using financial and accounting systems, NYISO or Market Participant experience a plus; or equivalent combination of education, training and experience.
ADDITIONAL REQUIREMENTS
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations. Ability to write reports, business correspondence and procedures. Ability to effectively present information and respond to questions from managers, vendors, market participants and the general public.
Ability to calculate figures and amounts such as discounts, interest and percentages. Ability to apply concepts of basic algebra to practical situations.
Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs. Intermediate proficiency in the SAS statistical analysis software a plus.

WORK ENVIRONMENT
The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.

Salary Range
$68,900—$115,200 USD
