About the Role:
The company is seeking an Agile Tools & Reporting SME to support high-visibility modernization e๏ฌorts at a US Government agency. This is a specialized role for an “Agile Tooling Architect” who understands that tools exist to serve the mission. You will be the primary lead for ensuring that Jira and Digital.ai Agility are configured to provide end-to-end requirements traceability and actionable delivery insights.
Your goal is to move beyond basic task tracking and build a data-driven ecosystem that highlights delivery issues, identifies bottlenecks, and provides senior leadership with a clear view of program health.

Responsibilities:
- Configure Jira and Digital.ai Agility to maintain a “golden thread” of traceability from high-level requirements/legislative mandates down to the individual developer tasks and test cases.
- Design and deploy automated reports and dashboards that highlight delivery issues (e.g., aging work, scope creep, dependency blockers, and throughput volatility) rather than just “status.”
- Act as the lead functional administrator for both Jira and Digital.ai Agility, managing custom fields, complex workflows, board configurations, and portfolio-level hierarchies.
- Establish and enforce data entry standards across teams to ensure reporting accuracy, ensuring that “what is in the tool” matches the reality of delivery.
- Create executive-level views that aggregate data from multiple teams of teams, providing a clear picture of predictability and value delivery.
- Ensure data consistency between Jira and Digital.ai Agility, helping teams navigate the functional overlap of these tools to maintain a single version of the truth.
- Provide “Just-in-Time” training to Product Owners and Scrum Masters on how to use the tools to manage backlogs e๏ฌectively and identify delivery risks early.
Requirements:
- 5+ years of experience in Agile delivery, with expert-level functional administration skills in both Jira and Digital.ai Agility (formerly VersionOne).
- Proven experience building custom reporting solutions within these tools (e.g., using Digital.ai Analytics/Insights or Jira Advanced Roadmaps/Dashboards) to track delivery flow and requirements coverage.
- Must be a U.S. Citizen and capable of obtaining/maintaining a Public Trust clearance (VA Tier 4/BI).
- 5+ years in project/program roles within an Agile environment.
- Ability to translate complex data into clear, “so-what” narratives for senior stakeholders.
Preferred Experience:
- Prior experience navigating the Department of Veterans A๏ฌairs (VA) organizational structure and technical environments.
- Familiarity with large-scale government modernization programs.
- Experience as a Business Analyst (BA) or Requirements Engineer , with a deep understanding of how to decompose high-level requirements into backlogs.
- Understanding of Lean/Agile metrics such as Cycle Time, Velocity, Lead Time, and Cumulative Flow.
