Call for Higher Education & Digital Learning Experts (Consultant)

Organization: International Research and Exchanges Board (IREX)

Issue Date: January 26, 2026

Engagement Type: Project-based consultancy (with potential for repeat engagements)

Location: Remote (global candidates welcome)

Areas of Expertise We Are Seeking

We are looking for professionals with strong experience in one or more of the following areas:

Global Higher Education Partnerships & Exchange

  • Design and implementation of internationalization strategies
  • Development and facilitation of transnational higher education partnerships
  • Quality assurance in international academic collaborations
  • Design and facilitation of:
    • Study abroad programs
    • Student exchange initiatives
    • Faculty exchange programs
  • Experience working across institutions, governments, or international education networks

Pedagogy, Instructional Design & Curriculum Development

  • Curriculum design for higher education, professional learning, or workforce development
  • Instructional design for in-person, online, and blended environments
  • Outcomes-based learning design
  • Assessment frameworks and learning evaluation
  • Faculty development and instructional capacity-building

AI Integration & Digital Learning Transformation

  • Design and implementation of digital learning strategies
  • Experience with eLearning and hybrid/blended learning models
  • Hands-on experience with Learning Management Systems such as:
    • Moodle
    • Canvas
    • Blackboard
    • Or similar platforms
  • Integration of AI tools into teaching, learning, and institutional workflows
  • Digital transformation of academic programs or education organizations

Ideal Candidate Profile

Successful consultants will typically bring:

  • 7+ years of relevant experience across education, consulting, or institutional leadership
  • Experience working with:
    • Universities
    • Ministries of Education
    • Foundations
    • International NGOs
    • EdTech companies
  • Ability to operate both strategically (designing frameworks, strategies, models) and practically (implementation, facilitation, delivery)
  • Strong communication skills across technical and non-technical stakeholders
  • Comfort working in project-based, remote, and cross-cultural environments

Engagement Model

  • Consultants may be engaged for:
    • Short-term advisory projects
    • Program design engagements
    • Strategy development
    • Workshops and facilitation
    • Partnership development support
  • Engagements may range from a few days to multi-month projects
  • Remote delivery with occasional international stakeholder engagement
