Job Description

We have an opening for an Emergency Management Specialist. You will be responsible for contributing

to all-hazards emergency planning and preparedness programs in accordance with DOE and Laboratory

requirements. You will help ensure emergency plans and procedures are integrated and executable,

contribute to readiness and compliance activities, and coordinate across organizations to strengthen

response capabilities and workforce protective action awareness. You will also support operational

response activities as a member of the Emergency Response Organization. This position is in the

Planning and Preparedness Division, Emergency Management Department.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Develop, maintain, and update LLNL emergency plans, procedures, checklists, and Emergency Action Levels (EALs) for all-hazards incidents in alignment with DOE Order 151.1.
  • Integrate technical analyses, including EPHA facility data, into emergency planning documents to ensure accurate hazard assessment and response strategies.
  • Develop and refine Emergency Operations Center (EOC) processes for information management, decision support, and coordination with LLNL leadership and external agencies.
  • Coordinate with Laboratory programs, facility management, and support organizations to ensure emergency plans are accurate, integrated, and executable.
  • Ensure emergency planning activities comply with DOE/NNSA requirements, national emergency management standards, and applicable state and local partner expectations.
  • Support the design and execution of emergency exercises and evaluate lessons learned from exercises, real incidents, and DOE events to strengthen response capabilities.
  • Conduct programmatic assessments, readiness reviews, and documentation activities to identify gaps and demonstrate regulatory compliance.
  • Serve as a member of the Emergency Response Organization, including qualification and participation in the Emergency Management Duty Officer (EMDO) off-hour duty rotation.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSS.3 level

  • Serve as a technical representative on formal and ad hoc teams addressing complex technical issues related to hazardous facility analysis; develop defensible, data-driven solutions.
  • Perform computer modeling of hazardous material releases and consequence analyses to inform and scale emergency response capabilities.
  • Develop technical reports and procedures and maintain Emergency Planning Hazards Assessments (EPHAs) for LLNL facilities with significant hazardous materials, applying rigorous hazards analysis methodologies.
  • Develop and maintain Emergency Action Levels (EALs) to support rapid categorization and classification of Operational Emergencies.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in Emergency Management or related discipline, or an equivalent combination of education and relevant experience in emergency management response and/or working in, or managing, an emergency management, site, or security operations center.
  • Demonstrated ability to independently develop and implement moderately complex emergency management solutions using established DOE and Laboratory standards.
  • Comprehensive working knowledge of DOE Order 151.1 and Emergency Action Level (EAL) development methodologies for Operational Emergency classification.
  • Ability to analyze technical hazard information (e.g., EPHA data) and integrate findings into practical, executable emergency planning documentation.
  • Proficiency in applying established emergency management principles to improve Emergency Operations Center (EOC) processes and decision-support frameworks.
  • Demonstrated capability to coordinate across organizational boundaries to ensure alignment of emergency planning with programmatic, facility, and operational requirements.
  • Working knowledge of national emergency management standards sufficient to support compliance documentation and readiness assessments.
  • Ability to evaluate lessons learned from exercises and incidents and recommend process improvements within established policy frameworks.
  • Proven capability to exercise sound independent judgment during emergency response operations, including participation in duty officer rotations and Emergency Response Organization activities.

Additional qualifications at the TSS.3 level

  • Advanced knowledge in hazardous facility analysis and demonstrated ability to independently

analyze complex, not well-defined technical problems and develop defensible, data-driven solutions using sound judgment and creativity within established Laboratory and regulatory frameworks.

  • Experience performing and interpreting computer modeling of hazardous material releases and

consequence analyses; independently determining modeling approaches, evaluation criteria, and assumptions to support emergency preparedness and scalable response strategies.

  • Proven ability to independently develop and maintain Emergency Planning Hazards Assessments (EPHAs), technical reports, and procedures for facilities with significant hazardous materials, applying advanced hazard analysis methodologies and exercising independent judgment in defining objectives and methods.
  • Experience developing and maintaining Emergency Action Levels (EALs), applying advanced

technical knowledge and independent judgment to ensure accurate categorization and classification of Operational Emergencies with programmatic and organizational impact.

  • Working knowledge of DOE/NNSA regulatory requirements.

Pay Range

$129,150 - $163,764 Annually for the TSS.2 level

$154,950 - $196,476 Annually for the TSS.3 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Site 300

Site 300 is an experimental test site operated by LLNL.  Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis ).

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.

Pre-Employment Drug Test
