Code for America is looking for a talented Director of Strategic Partnerships who will imagine, build, scope, and win government and ecosystem partnerships that drive impact for the people we serve. In this role, you will drive a critical segment of Code for America’s partnership strategy, execute against it, and continuously improve your approach. You will ensure that Code for America’s impact continues to grow, that our delivery teams are set up for success, that our partnerships are well-scoped and aligned with our mission, and that our government partners have a positive experience working with us. You will also strengthen Code for America’s reputation as a trusted partner in program delivery, by developing, maintaining, and growing relationships within federal, state, and local agencies, as well as with other civic tech organizations, vendors, advocates, and allied partners.

About the Role:

Code for America is looking for a Director of Strategic Partnerships to lead and execute a growth strategy built upon collaboration and innovation with government agencies, civic technology partners, and allied policy and advocacy organizations. This leadership role will build impactful external relationships and bring on new projects and cross-sector partners that grow Code for America’s social impact  towards collective goals. The Director should have sufficient background in social safety net, economic mobility, tax benefit, and/or human services programs programs and technical facilities with digital services to be a credible partner, an understanding of the on-the-ground realities of government services, and a track record of growing responsibility in business development, partnerships, growth, or similar roles.

This role will report to the VP of Growth and Partnerships, and will join an established but growing team within the Partnerships and Government Revenue department at Code for America. This role is expected to travel no more than 25% of the time.

Code for America is based in California and can employ those who reside full-time within the United States.

In this Position You Will:

  • Strategic vision & planning:

    • Develop, own, and continuously update a holistic partnership strategy for assigned focus areas (e.g, Safety Net, Tax Benefits, etc.)
    • Identify new opportunities and approaches for external partnerships with government, technology firms, advocates, policy organizations, and vendors that drive high-value products, people-centered outcomes, and lasting impact
    • Refine Code for America’s systematic and collaborative approach to partnership and business development
    • Build and maintain work plans to ensure the achievement of ambitious impact goals
    • Build buy-in for your strategies and approaches with Code for America senior leadership and cross-functional teams
  • Government and ecosystem partnership development:

    • Own the successful end-to-end execution of your strategic vision
    • Build strong relationships with government partners, and collaborate with government stakeholders to envision a formalized partnership with Code for America
    • Bring partnership opportunities to fruition by building government buy-in for our approach, drafting high-quality scopes of  work and proposals, aligning government stakeholders, and closing opportunities
    • Scope projects and products by collaborating with multidisciplinary teams (including Product, Engineering and Design) to define workplans, deliverables, staffing plans, and timelines
    • Collaborate with our Contracts & Compliance departments to ensure the appropriate legal frameworks are in place for our partnerships (e.g, Memorandums of Understanding, Data Sharing Agreements, etc)
    • Develop, maintain and grow existing relationships with technology, non-profit, advocacy, policy, and community-based organizations
    • Supervise and coach Code for America Partnerships and Programs staff as they build these same skills and support your work
  • Internal coordination and alignment:

    • Coordinate with our philanthropic fundraising, earned revenue, delivery, and program teams to ensure partnerships are appropriately funded and resourced
    • Collaborate with the Marketing and Communications Department to position our brand, build demand for our services, and build marketing materials that communicate our capabilities to external audiences
    • Communicate the voice of government partners internally to support our organizational strategy-setting
    • Develop and maintain a knowledge of the CRM databases and track partnerships and key account relationships in the system, as well as suggest opportunities to improve our internal CRM systems
  • Other duties as assigned

About You:

  • At least 8 years of program, consulting, partnerships, growth, or business development experience with increasing responsibility, ideally within government, civic technology, social enterprise or the nonprofit sector
  • At least 3 years as a people manager with a track record of leading teams to execution, ideally involving cross-disciplinary teams (such as product, research, or engineering) and/or sales, partnerships, and business development teams.
  • A track record of identifying growth opportunities and bringing them to fruition
  • Strong process and project execution skills, including program or project scoping and a commitment to responsive follow-through
  • Proven track record of cross-sector stakeholder engagement (public, nonprofit, private), ideally including data usage, policy, and business process implementation
  • Passion for the Code for America mission and vision for digital service delivery, and strong and persuasive values for the role of user-centered technology in government
  • Politically astute and able to find common ground and build relationships across political differences, especially within a government environment
  • Familiarity with at least one of the Code for America’s social service program areas (such as SNAP, Medicaid, TANF, WIC, EITC other tax credits, etc.)
  • Strong understanding of government service delivery, program and data challenges and opportunities
  • Able to prioritize a direction, follow through, and make corrections to stay on track
  • Comfortable working in a group environment that requires team building and mentoring
  • Comfort working with budgets, finances, and resource plans

It’s a Bonus if You Have:

  • Experience working with safety net, criminal justice, and tax federal, state, and local government agencies
  • Experience with WIC, SNAP, Medicaid, and/or tax revenue business processes or technology
  • Lived experience with the government program areas on which Code for America focuses
  • A track record of government revenue generation and/or philanthropic fundraising
  • Experience in a private-sector technology alliances role
  • Experience working in government
  • Experience with government technology procurement
  • Experience working with a social impact-focused product team, agile product development and/or working in iterative planning cycles
  • Experience managing and contributing to CRMs

What You’ll Get

Salary:

Code for America’s salary bands are transparent as a part of our commitment to transparency and fairness. As part of our hiring practices, we aim to target the midpoint of the 2nd quartile of the range for all new hires.

Offer targets vary based on market / geographic location. The offer targets for this role range from $121,869 to $149,188, annually.

    • Up to $1000 of professional development funds can be rolled over each year, up to a maximum of $2000
  • Retirement & 401k Plans:

    • Employees under 3 years are eligible for a 100% employer match of up to 3% of employee contribution
    • Employees with 3+ years are eligible for an additional 50% employer contribution over 3%, to a maximum of 5%
  • Medical:

    • Full benefits package with options up to 100% coverage toward select medical, dental, and vision plans
    • Employer contributes up to 80% of the cost towards dependent and family coverage
  • Remote Work:

    • Code for America employees may work remotely across the US
    • Code for America employees main residence must be within the US
    • Full-time employees work 40 hours per week, Monday - Friday
    • Collaborative working hours: we aim to hold all internal meetings between 10 AM - 3 PM PT. We expect all Code for America staff to be available during these set working hours
  • Time Off:

    • Open personal time off, a minimum of 16 paid holidays, and an org-wide closure from Christmas Day through New Year’s Day
    • Paid sick time; up to 96 hours annually
    • Competitive paid parental and family leave
    • 4 weeks of paid sabbatical after 4 years of service, with an option of up to 4 additional weeks of unpaid time away
