Mission of Role/Position Summary:
The mission of the Senior Consultant I is to serve as a strategic partner to communities navigating disaster recovery and resilience efforts. This role supports the successful implementation of federally funded programs, such as CDBG-DR, by delivering high-quality technical assistance, ensuring compliance with federal regulations, and fostering long-term capacity for local governments and stakeholders. The Senior Consultant I brings critical thinking, subject-matter expertise, and project leadership to help clients recover efficiently, equitably, and in alignment with their community priorities.
Tasks, Duties, and Responsibilities:

- Provide leadership and direction on urgent or essential tasks to ensure the successful completion of the project.
- Collaborate with grantees and stakeholders throughout the grant application process to ensure successful delivery of project outcomes.
- Support the development of policy and procedure manuals in collaboration with Project Managers.
- Provide subject-matter expertise and guidance on urgent or time-sensitive program needs.
- Conduct research and analysis on various disaster recovery compliance topics including financial controls, grant outcomes and deliverables, eligibility, program delivery, compliance with 2CFR 200 federal procurement, and general CDBG-DR best practices in administering grants to serve as a resource guide for our clients and staff.
- Assist the Project Manager and Project Management Team in general delivery and in-progress reviews to ensure a strong and consistent quality standard across program deliverables.
- Support project planning and execution, including the development of policies, procedures, and compliance tools in partnership with project leadership.
- Collaborate with grantees and stakeholders throughout the grant lifecycle—from application to closeout—to ensure effective and compliant program delivery.
Knowledge, Skills, and Abilities:
- The desire to impart knowledge and capacity building to various project stakeholders and assist, as needed, to guide and ensure that they are in full programmatic compliance.
- Contribute to monthly reports for our clients, presenting exceptional quality material covering status updates, synthesized data, and action items.
- Understanding of federal grant compliance and an ability to distill complex requirements into clear guidance.
- Strong organizational skills and comfort working across multiple priorities, stakeholders, and project environments.
- Proven ability to build relationships with clients and provide practical, capacity-building support.
- Exceptional written and verbal communication skills, especially when summarizing technical or regulatory information for varied audiences.
- Excellent critical thinking, strategic planning, and problem-solving skills.
- Highly organized.

Supervisory Responsibilities:
The Senior Consultant I may have lead responsibilities within projects or small teams depending on function with senior level support.
Expected Hours of Work:
Schedule may vary. Work on evenings and weekends may be required. Dependability and punctuality are paramount.
Travel Requirements:
- Up to 50% travel is expected for this position.
- Must be willing to travel and deploy to client sites for extended periods of time.
Physical Demands:
- Mobility required on-site with clients.
- Sitting or standing for hours at a time.
- Ability to work at a computer for extended periods of time if needed.
- Ability to lift up to 50 lbs. repetitively throughout the day and as needed.
Working Environment:
- Emergency management personnel may work in an office or home environment or be deployed to the field which may require working outdoors in adverse weather conditions.
- Work may be on-site with clients ex: EOC, hospital, debris sites or local government buildings.
- All AC Disaster Consulting (ACDC) positions are remote work site positions with the home location agreed upon at time of hire.
- If the remote work site locations change, ACDC Human Resources must be made aware, and leadership needs to approve any site changes for business registration and payroll tax purposes.
Experience/Education Required:
- A Bachelor’s Degree in finance, accounting, business management, economics, public administration is required. Years of experience may substitute for the education requirement on a year for year basis, in addition to the minimum requirements.
- 5+ years experience in federal grants management oversight, preferably Community Development Block Grant, Community Development Block Grant-Disaster Recovery, Emergency Solutions Grant, or HOME Investment Partnerships.
Experience/Education Preferred:
- 7+ years experience in federal grants management oversight, preferably Community Development Block Grant, Community Development Block Grant-Disaster Recovery, Emergency Solutions Grant, or HOME Investment Partnerships.
Additional Qualifications:
- Must be 18 years of age or older.
- Eligibility to work in the United States without employer sponsored visa is required. We are not able to employ those located outside of the US.
- Must pass company and any applicable client background check and reference check upon offer of employment.
