The Vice President of People & Operations is responsible for leading People, HR and Operational work at a cross functional and strategic level to ensure strength in all aspects of those areas of the business including; talent development & engagement, operational project management and compliance This dual scope role requires both tactical execution and high-level systems thinking, working closely with the COO, senior managers, and external partners.
About our Operations Team:The Operations Team is focused on building efficient processes and systems that support the entirety of our organization in achieving its mission.
The VP of People & Operations is on our Operations team, and reports to our COO. The VP of People & Operations manages our Senior Operations Manager, Director of Finance, & Director of Legal.

What You Will Do—Human Resources:
Talent Acquisition Leadership:
- In partnership with Civitech Leadership, build and execute on quarterly and annual hiring plans
- Lead hiring activities; with tactical hiring driven by the Sr. Operations Manager
Total Rewards Leadership:
- Manage company-wide compensation structure: salary/title/level matrix, salary setting, and equity grants for new hires.
- Own benefits administration, including health insurance, PTO, 401(k), parental leave, and related programs.
Talent Development Program Ownership & Management:
- Lead employee feedback and performance management processes, including:
- Pulse and annual surveys
- Performance reviews
- Staff training and learning opportunities (via Rippling LMS or new initiatives)
Lead all policy creation and enforcement including employee relations.
What You Will Do—Organizational Effectiveness:
- Collaborate with senior leadership to define and track performance goals and strategic initiatives.
- Establish systems for operational transparency and efficiency, including dashboards and KPIs.
- Design and manage Civitech’s goal-setting, tracking, and reporting processes.
- Monitor team-wide productivity and alignment toward company priorities.
- Evaluate and implement new software tools requested by staff.
- Act as day-to-day administrator for company systems (e.g., GSuite, Slack, Asana), including tool usage norms and access management.
What You Will Do—Operations Leadership:
- Partner directly with the COO in leading the Operations team: leading the operations department, managing the team’s project backlog and priorities, including:
- Supervise & support the Senior Operations Manager (SOM) and guide their work across hiring, tools, and internal support.
- Supervise & support the Director of Finance & Director of Legal as their people manager, helping them balance workloads and stay updated on priorities.
- Drive special projects, including company audits, acquisitions, and new program design.
- Respond to employee feedback by prioritizing and executing relevant process improvements.
What You Will Do—External Partnership Management:
- Serve as Civitech’s liaison to our external IT/security partner at the company-wide level to conduct our org-wide systems and security.
- Partner with our external HR advisory firm, owning that relationship end-to-end for any HR projects and advisory needs.
- Manage vendor relationships and renewals across key platforms.
About You:
- 10+ years of experience in operations, HR, or general management roles, preferably in fast-paced or mission-driven environments.
- Proven leadership experience managing teams and cross-functional projects.
- Strong understanding of HR compliance, tools, and processes.
- Comfort with SaaS tools and vendor management (e.g., Rippling, Lever, GSuite, Slack).
- Exceptional organizational and communication skills.
- Ability to balance strategic thinking with hands-on execution.
- Experience working with external IT or HR firms a plus.
Additional Qualifications (Desired, Not Required):
- Experience in civic tech, political tech, or advocacy organizations.
- Background in post-acquisition integration or change management.
- Familiarity with tools like Rippling, Asana, Slack, and Google Workspace.
$160,000 - $180,000 a year
Classification, Salary, and Benefits: Full-time, competitive salary range between $160,000 - $180,000 commensurate with experience, education, relevant skills, and other job-related qualifications.
Civitech is headquartered in Austin, TX, with employees in various states across the country. The VP of People & Operations can work from our Austin co-working space or remotely in any of the 27 states currently in Civitech’s footprint (AL, AK, CA, CO, DC, DE, FL, GA, HI, IL, MA, MD, MN, NC, ND, NH, NJ, NV, NY, OH, SD, TN, TX, VA, WA, WI, WY).
