The Opportunity

We’re looking for a Manager, Market & Network Planning to determine where our fiber network should grow next — and to build the market intelligence behind those decisions. You’ll pair outside-plant (OSP) network planning — fiber routes, build-versus-buy, and capacity — with market planning: sizing the total addressable market (TAM), assessing competitive density, mapping which providers serve each street today, and understanding what they offer and charge. It’s an analytical, high-visibility role for someone who has planned, built, or competed in carrier networks.

This is a telecom carrier planning role — not an IT role.

This position is not a corporate/enterprise IT, help-desk, system administration, cloud, cybersecurity, or enterprise network-engineering role. Here, “network” means a service-provider outside-plant fiber network — feeder and distribution routes, homes and businesses passed, serviceable addresses — not LAN/WAN, routers and switches, or datacenter/cloud infrastructure. We’re specifically seeking candidates from telecommunications carriers and service providers — LEC, CLEC, ISP, or MSO. If your experience is primarily in corporate/enterprise IT, this role will not be a match.

Requirements

Market Planning

•     Perform geo-market assessments to size the total addressable market (TAM) and evaluate competitive density across target areas.

•     Build TAM analysis spanning both brownfield and greenfield customer prospects (businesses and locations).

•     Determine which carriers and service providers are serving each target at the street level.

•     Capture competitors’ current offerings and pricing to inform positioning and go/no-go decisions.

•     Create and manage pro forma financial models that weigh the cost to build into a market against the implied revenue from its TAM over time, and the resulting return on investment (ROI).

•     Translate market and competitive intelligence into a prioritized network-expansion opportunity pipeline.

Network Planning

•     Plan and design fiber network expansion — routes, feeder and distribution — for greenfield and brownfield builds.

•     Drive build-versus-buy decisions using IRU/lease economics and construction cost.

•     Support IRU and off-net (Type 2) arrangements across their life cycle.

•     Maintain a full dashboard tracking all IRU and colocation (Colo) contracts, plus forward-looking financials.

•     Perform capacity analysis and forecasting to stay ahead of demand.

•     Keep designs and market data current and accurate in fiber GIS/planning tools such as 3GIS.

What You Bring

•     Telecom carrier / service provider experience (LEC, CLEC, ISP, or MSO) in network and/or market planning — this is required; enterprise IT experience alone will not qualify.

•     Working knowledge of outside-plant (OSP) fiber networks: routes, feeder/distribution, and serviceability.

•     Experience with market sizing / TAM, competitive density, or street-level serviceability and pricing analysis.

•     Understanding of build-versus-buy economics, IRU/leasing, and carrier interconnection.

•     Strong analytical and data skills across GIS and spreadsheet/market data, with the ability to turn analysis into clear recommendations.

•     5+ years in telecom network and/or market planning.

Nice to Have

•     Hands-on experience with 3GIS, Connected2Fiber, ArcGIS, or similar fiber GIS / market-intelligence platforms.

•     Familiarity with FTTX, DWDM, and access/transport technologies.

•     Knowledge of the southeastern U.S. fiber and carrier landscape.

•     Bachelor’s degree in a relevant field, or equivalent telecom experience and/or industry certifications.
