Raftelis

Founded in 1993 as Raftelis Environmental Consulting Group, Inc., we provide management consulting to local governments and utilities. We help these organizations with financial planning, assessment, communications, technology implementation, executive recruitment, and strategic planning. We help clients improve their financial foundations, organizational performance, identify talent, establish strategic plans, and use technology for data insights.

Our services include financial consulting, rate consulting, valuation, stakeholder outreach, strategic communications, executive search, organizational assessment, facilitation, performance measurement, rate studies, cost of service analysis, data and economic analytics, stormwater utility services, and solid waste services. Last year, we assisted over 600 organizations.

In 2023, we launched Ellio, a cloud-based platform for utilities and public-sector organizations to improve performance and gain insights from their data. We also started the Raftelis Performance Academy in 2022, which is a training program for local governments and utilities.

We became a Registered Municipal Advisor with the MSRB and SEC in 2014, and in 2018, we dropped “Financial Consultants” from our name. Since 1996, we have co-published the Water and Wastewater Rate Survey with AWWA and have authored editions of “Water and Wastewater Finance and Pricing.”
