Job Description
Turner & Townsend are seeking a highly capable Associate Director - Project Controls, with strong Commercial Management experience, to support a major offshore wind project during the fabrication phase. This hybrid role (approximately 60% project controls / 40% commercial) requires a senior professional with strong digital capabilities, excellent analytical skills, a deep understanding of fabrication environments, and the ability to drive proactive project performance management.
The ideal candidate has extensive experience delivering large-scale offshore wind or oil & gas fabrication projects, with advanced digital fluency in modern data and model-based controls tools. This role is 100% yard-based, working closely with engineering, construction, planning, and project management teams.
Key Responsibilities
Project Controls
- Lead overall project controls delivery, including cost, schedule, risk, progress measurement, reporting, and forecasting.
- Implement and manage Earned Value Management (EVM) processes to ensure accurate performance tracking.
- Interpret and integrate contractor P6-based schedules (without direct .xer manipulation), ensuring alignment with project requirements.
- Establish and maintain Power BI dashboards, data models, and automated reporting systems using DAX and Power Query.
- Manage 3D model–based progress tracking and quantity validation using Navisworks and BIM models.
- Oversee the use and quality of LiDAR scanning outputs for as-built verification, progress validation, and fabrication control.
- Coordinate and leadCost & Schedule Risk Analysis (CSRA) to identify project threats, opportunities, and mitigation pathways.
- Ensure high-quality executive reporting, including narrative preparation, KPI dashboards, and early-warning insights.
- Typical KPI’s
- Drive proactive issue identification and digital-performance improvements across the project.
Commercial Management
- Support the management of a Cost+ contract environment, representing the client’s commercial interests.
- Interpret and administer bespoke contract terms and obligations.
- Lead and coordinate claims preparation, evidence gathering, quantum/time analysis, and negotiation strategy.
- Assist in change management processes, including evaluation of variations and contractual impacts; Quantify the cost and schedule impact of engineering changes or quality failures (rework) during the fabrication phase.
- Collaborate with project leadership to maintain strong budgetary control and cashflow awareness.
Cross-Functional Leadership
- Lead a small project controls/commercial team while working hands-on as a senior technical contributor.
- Challenge engineering, planning, and construction teams on performance, progress, and data accuracy.
- Foster a proactive project culture, anticipating risks and issues before they materialize.
- Ensure seamless integration between cost, schedule, risk, and digital engineering functions.
Qualifications
- 7 to 10 years’ experience in senior project controls and/or commercial management roles.
- Proven leadership experience in offshore wind or oil & gas fabrication yard environments.
- Strong practical experience with Navisworks for QTO, BoQ extraction, and model-based progress measurement.
- Solid understanding of 3D model workflows and P6-based schedules
- Hands-on experience implementing Earned Value Management (EVM).
- Strong knowledge of BIM processes and digital engineering data flows.
- Ability to manage and utilise LiDAR scanning outputs (data interpretation, validation, progress analysis).
- Strong digital acumen , in Power Query, Power BI, DAX / M and advanced data modelling
