Job Description
Turner & Townsend is seeking a Senior Cost Manager/ Quantity Surveyor to support cost management and commercial delivery for a large, multi‑phase data center development program in the Lubbock, TX area. area. The Lubbock project consists of a substantial new‑build campus requiring strong cost control, accurate reporting, and coordination across multiple phases and work packages.
As a senior member of the cost team, you will manage detailed cost planning, procurement support, change control, reporting, and value engineering throughout the project lifecycle. You will work closely with client stakeholders, contractors, and project teams to ensure disciplined commercial management and consistent delivery standards.
Travel, Per Diem & Relocation:
- Per diem provided for required travel.
- Mileage reimbursement available for candidates living within driving distance.
- For those traveling farther, the client will cover travel for 1–2 weeks per month on‑site.
- Relocation assistance is available for candidates interested in moving closer to the site.
Responsibilities:
- Manage day‑to‑day cost management activities for a multi‑phase data center program, ensuring commercial rigor and compliance with project requirements.
- Prepare and maintain detailed cost plans, budgets, and estimates across multiple packages and stages of design and construction.
- Act as a key client interface, supporting communication and coordination with project teams, contractors, and consultants.
- Support procurement activities, including issuing RFPs, reviewing contractor proposals, conducting scope reviews, and assisting in commercial negotiations.
- Lead cost reporting, including monthly reports, cash flow forecasts, commitment tracking, and risk reviews.
- Oversee change management processes: review, analyze, negotiate, and reconcile change orders.
- Support value engineering and design‑to‑budget initiatives throughout design and delivery.
- Provide cost input into scheduling, risk, and project controls processes.
- Maintain accurate benchmarking, cost databases, and historical cost records.
- Mentor junior cost managers and quantity surveyors as needed.
- Ensure compliance with Turner & Townsend Business Management Systems (BMS) and best‑practice delivery standards.
- SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
Qualifications
- Able to work on‑site in the Lubbock, Texas area with hybrid flexibility; per diem, travel, or relocation support available.
- Bachelor’s degree in Construction Management, Quantity Surveying, Engineering, or a related field.
- 6–8+ years of cost management, quantity surveying, or project controls experience.
- Experience supporting large‑scale, mission‑critical, industrial, or complex commercial construction projects.
- Strong skills in cost estimating, budgeting, forecasting, financial reporting, and cost control systems.
- Good understanding of procurement processes, construction contracts, and commercial risk.
- RICS accreditation or progress toward certification preferred.
- Strong communication, negotiation, and stakeholder management skills.
- Solid analytical abilities with high attention to detail and accuracy.
- Proficiency with industry‑standard cost management tools and software.
- Experience participating in value engineering and design‑to‑budget efforts.
- Ability to manage multiple work packages in a fast‑paced program environment.
