Job Description

In the Department of Technology, Office of Cybersecurity, the Cyber Resiliency Specialist plays a key role in the preparation and execution of the Technology Disaster Recovery and Business Continuity/ Continuity of Operations Plans.

Major functions in this role include (and are not limited to):

  • Work with City departments to plan, design, and test the resilience solutions for all critical City systems to support the citywide technology resilience program
  • Conduct detailed Technology Risk assessment and Business Impact Analysis
  • Review City departments completed Technology Risk and Business Impact Analysis for completeness
  • Develop resilience reports that identify gaps and recommendations from Technology Risk assessment and Business Impact Analysis
  • Maintains knowledge on the current and emerging developments/trends for IT Disaster Recovery technology and resilience solutions
  • Collaborate with technical engineering teams to understand the evolving architectures to plan, design and test the resilience solutions
  • Review and provide recommendations for client departments Technology Disaster recovery Plans and Business Continuity/ Continuity of Operations Plans
  • Develop and maintain Business Continuity/ Continuity of Operations Plans for the department and each division
  • Review the completeness of technology recovery plans and procedures for critical technology systems and applications for completeness
  • Design, plan, coordinate and execute technology resilience test/exercise with recovery teams for all critical technology systems and applications
  • Support natural, human-caused and technology disaster/emergencies during the activations of Emergency Operations Center/Department Operation Center

Appointment Type: This Temporary Exempt (TEX), Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. Work Location: Incumbent will conduct the majority of work at the Department of Technology, (1 S Van Ness, Ave San Francisco, CA 94103).  However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.

Nature of Work: : This is a full-time position. The department supports a hybrid work schedule in compliance with City & County of San Francisco policies on remote work.

Qualifications

Minimum Qualifications

Education: An associate degree in computer science, computer engineering, information systems, or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

Experience: Three (3) years of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of an enterprise network.

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Desirable Qualifications

  • Completion of an Industry certification in BCP is preferred
  •  Possesses ability to work independently
  • Possesses applied communication and presentation skills
  • Must be able to interact with technical, non-technical, and management staff
  • Bachelor’s Degree or Equivelant Experience is required.
  • Completion of 2 to 3 years working experience in IT System Infrastructure Disaster Recovery and Business Continuity Industry is required
  • Knowledge and understanding of current Disaster Recovery planning techniques and technologies
  • Experience in planning and executing technology recovery testing exercises for applications and related technologies/systems contained within enterprise data centers and Cloud platform
  • Must have experience and demonstrated proficiency in BC/DR program execution, managing process change projects, and knowledge of the disaster recovery program lifecycle

The selection process will include evaluation of applications in relation to minimum requirements and assessment of candidates’ job-related knowledge, skills and abilities. This typically includes an oral interview and/or a written or performance exercise.

If this becomes necessary, only those applicants whose qualifications most closely meet the  Department needs will be invited to continue in the selection process. Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.
