Job Description

We have an opening for a Business Analyst to support the Superblock (SBK) Program. You will support Associate Program Leaders, programmatic subject matter experts, and project engineers. The primary focus of this role is to support the full lifecycle of engineering and facilities projects.  You will also help establish, improve, implement, and sustain business processes, procedures, tracking and analytical tools, and record retention related to associated SBK programmatic work. This position is in the Defense Technologies Engineering Division (DTED), within the Engineering Directorate, in support of Superblock (SBK) Program in the Strategic Deterrence (SD) Directorate.

This position may offer a hybrid schedule, blending in‑person and virtual presence. You may have the flexibility to work from home one or more days per week, depending on project needs.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will

  • Support the intake and initial coordination of proposed engineering and facilities projects, ensuring required information, scope, schedule, and resource needs are clearly captured for the purposes of pre-planning.
  • Coordinate with Associate Program Leaders, project engineers, and subject matter experts as needed to review projects for alignment with SBK and NNSA programmatic objectives and schedule.
  • Support the prioritization process for engineering and facilities projects, consolidating input from stakeholders and helping to prepare materials for decision‑making forums.
  • Prepare, route, and track proposals through the change control board and other internal review and approval processes and ensure timely communication of decisions to responsible parties.
  • Gather performance data and schedule information for approved proposals, perform preliminary analysis, and assist in making recommendations that may include schedule variance analysis and preparation and implementation of recovery or corrective action plans.
  • Support the creation and management of unclassified and classified quality assurance and program‑specific technical websites, including documents related to work proposals and change control decisions.
  • Apply related skills, policies, and procedures to identify program document control strategies that support multi‑faceted problems, implement new techniques and procedures, and formulate recommendations.
  • Assist in gathering data for the development of websites, documents, editing, formatting, and updating services for program reports, quality implementing and operating procedures, presentations, data forms, and other programmatic documentation. Ensure clarity of content, consistency of format, and accuracy of grammar.
  • Communicate and collaborate effectively with personnel at all levels across the division, including technical and programmatic staff, to support planning and execution of SBK work.
  • Perform Teams and SharePoint site administration and maintain organized shared document structures to support proposal workflows, change control documentation, and program records.
  • Assist in the development of programmatic documents such as reports, decision memos, external responses, and action items, particularly those that summarize work proposals and change control board decisions.
  • Perform other duties as assigned.

Additional job responsibilities, at the E01.2 level

  • Serve as a primary point of contact for intake of proposed engineering and facilities projects, ensuring required information, scope, schedule and resource needs are clearly captures for the purposes of pre-planning.
  • Research, analyze, define, develop, implement, and manage goals, processes, procedures, workflows, tools, and records to support projects related to nuclear material shipping packages, containers, and engineering work proposals.
  • Participate in defining, automating, and improving new and existing business processes and workflows, with a particular emphasis on the intake, review, prioritization, and change control of engineering work proposals.
  • Conduct assessments of current processes and identify improvement opportunities.
  • Research and prepare SharePoint content, as well as documentation for user guides, training manuals, and process checklists related to proposal intake, prioritization, change control boards, and document control.
  • Develop program documentation for dissemination among programmatic stakeholders, including product requirements documents and process maps based on product types and work proposal categories.

Qualifications

  • Ability to secure and maintain a U.S. Department of Energy (DOE) Q‑level security clearance which requires U.S. citizenship.
  • Associate degree in business or a related field, or equivalent combination of education and relevant work experience.
  • Experience coordinating workflow activities in a dynamic work environment and ability to meet deadlines and manage changing priorities.
  • Ability to communicate, collaborate, and work as part of a multidisciplinary team; identify appropriate courses of action and communicate process improvements.
  • Effective organizational skills, customer support, task prioritization, attention to detail, accuracy, and independent follow through.
  • Ability to learn new software applications and apply them to tracking, scheduling, and documentation tasks.
  • Proficiency with Microsoft cloud‑based software (SharePoint, Teams, OneDrive), Microsoft Office Suite, Adobe Acrobat, and at least one Electronic Document Management System and/or related computer applications.

Additional qualifications at the E01.2 level

  • Bachelor’s degree in business or technology area, or equivalent combination of education and related experience.
  • Comprehensive knowledge of and experience applying best practices in support of Document Control Systems, including development of document routing workflows, life cycle management, and archival processes.
  • Experience in working effectively in a technical support environment using computer systems to manage complex data collections.
  • Advanced experience using MS Office business applications and web‑based collaborative platforms, such as SharePoint, Teams, Word, Excel, and Visio, and experience using Adobe Acrobat Pro.

Qualifications We Desire

  • Experience working in the nuclear weapons program and with LLNL’s operations and business processes.
  • Experience with NNSA business processes, and specifically Enhanced Management B.
  • Experience working with and interpreting regulatory requirements and documentation.

Pay Range

$79,920 - $117,312 Annually

$79,920 - $97,848 Annually for the E01.1 level

$95,820 - $117,312 Annually for the E01.2 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.
