Company Profile:
Our client is an AI-native manufacturing startup backed by a US venture group, with operations in both the Philippines and the United States. It is building the allied-nation manufacturing platform for autonomous systems. The company focuses on the production of drone motors, with designs coming from the US and manufacturing based in the Philippines.
It is building local manufacturing capabilities in response to global supply chain shift. In the long term, the company aims to expand into robotics, motion systems, sensors, actuators, and humanoid robots. Currently, the Philippine team is lean but expanding, with operations based in Laguna.
Duties and Responsibilities:
People Operations & Onboarding
- Build and run end-to-end onboarding for employees, contractors, and new site hires in Binan, Laguna, including documents, orientation, and first-week readiness.
- Create and maintain employee files, contracts, job descriptions, organization records, and HR trackers with strong confidentiality and accuracy.
- Partner with hiring managers to ensure pre-employment requirements, start dates, training schedules, access, and equipment are ready before day one.
- Establish a consistent employee experience across onboarding, probation tracking, confirmations, offboarding, and internal people communications.
Policies, Compliance & Employee Relations
- Develop and maintain company policies, handbook materials, attendance rules, code of conduct expectations, and site-specific people procedures.
- Ensure HR practices align with Philippines labor requirements and coordinate with legal, payroll, and external providers on statutory needs and documentation.
- Support employee relations matters with sound judgment, discretion, and timely follow-through, escalating sensitive issues when needed.
Benefits, Payroll Coordination & HR Systems
- Manage benefits administration and enrollments, coordinate statutory and HMO requirements, and serve as the point person for employee questions on coverage and entitlements.
- Coordinate timekeeping, leave tracking, and payroll inputs with finance so employees are paid correctly and on time.
- Build the HR reporting cadence for headcount, attendance trends, probation status, attrition, hiring pipeline, and open people issues.
- Select and improve practical HR and recruiting tools, templates, and workflows that scale with Atlas as the team grows.
Recruiting Operations & Workforce Support
- Own full-cycle recruiting for manufacturing, technical, and support roles, including role intake, sourcing strategy, screening, interview coordination, candidate communication, offer documentation, and closing.
- Partner with leadership on workforce planning, org changes, and role scoping as the Philippines team expands.
- Build a disciplined hiring process that improves speed, candidate quality, and hiring manager alignment without sacrificing rigor or candidate experience.
- Drive follow-up across operations, finance, vendors, and managers so nothing slips on the people or hiring side.
Expectations within the first 3–6 months:
Establish employee benefits
Handle recruitment and onboarding, supporting the company in reaching 20 employees by the end of the year
At least 3-5 years’ experience in recruitment or human resource.
High agency. You build systems, close talent gaps, and solve problems without waiting to be told twice.
Strong command of Philippines HR operations and the day-to-day employee lifecycle from onboarding through offboarding.
Experience owning full-cycle recruiting alongside onboarding, policy development, benefits administration, timekeeping, and payroll coordination.
Strong written English and sound judgment when handling confidential employee and candidate matters.
Comfortable operating in an on-site manufacturing environment with both office and shop-floor stakeholders.
Detail-oriented, organized, and dependable. If you say it is handled, it is handled, whether it is an employee issue or an open role.
Must be amenable to work in the company’s office in Binan, Laguna
Comfortable operating in a startup environment and helping build things from scratch
Ambitious, hungry for growth, not afraid of wearing multiple hats, and excited by the opportunity to take ownership of a function
Advantageous or Nice-to-Have Skills/Experience:
- Experience as a People Ops Manager, HR Manager, Talent Acquisition lead, or People Operations lead in manufacturing, industrial, logistics, or other labor-intensive environments.
- Familiarity with Philippines labor compliance, disciplinary processes, handbook development, and HRIS or recruiting systems implementation.
- Experience helping stand up HR and hiring processes at a startup, new facility, or fast-scaling site.
- Interest in defense, aerospace, autonomous systems, or U.S.-Philippines industrial cooperation.
