Job Description
Turner & Townsend is seeking a Lead Director level Cost Manager / Quantity Surveyor to lead commercial strategy and cost governance for a large, multi‑phase data center development program in the Lubbock, TX area. The Lubbock program includes a substantial new‑build campus requiring strong commercial leadership, cost discipline, and program‑level coordination across multiple phases and packages.
As a senior member of the cost team, you will guide cost planning, procurement support, risk management, reporting, and value engineering. You will serve as a key client interface and trusted advisor, helping ensure the program is delivered with rigor, transparency, and alignment to project objectives.
Travel, Per Diem & Relocation:
- Per diem provided for required travel.
- Mileage reimbursement available for candidates living within driving distance.
- For those traveling farther, the client will cover travel for 1–2 weeks per month on‑site.
- Relocation assistance is available for candidates interested in moving closer to the site.
Responsibilities:
- Lead cost management activities across a multi‑phase data center program, ensuring commercial governance and alignment with project and organizational standards.
- Develop, maintain, and report cost strategies, budgets, and detailed cost plans across multiple phases and work packages.
- Serve as a primary day‑to‑day client contact, supporting communication and coordination with stakeholders, consultants, and contractors.
- Support commercial strategy development, procurement approaches, and contract reviews for complex construction packages.
- Oversee lifecycle cost management, including quantity surveying, cost controls, change management, and contingency management.
- Prepare and deliver executive‑level reporting, including cost performance, forecasts, and risk assessments.
- Drive value engineering and cost‑optimization efforts throughout design and construction.
- Provide guidance, mentorship, and technical oversight to junior and mid‑level cost managers.
- Contribute to improvements in cost management tools, templates, and internal processes.
- Manage financial performance within your remit, including margin awareness, resource allocation, and compliance with Business Management Systems (BMS).
- Support preconstruction activities, feasibility studies, and early‑stage cost modeling.
- Build and maintain strong relationships with clients, contractors, and vendors to support successful project delivery.
- SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
Qualifications
- Able to work on‑site in the Lubbock, Texas area with hybrid flexibility; per diem, travel, or relocation support available.
- Bachelor’s degree in Construction Management, Quantity Surveying, Engineering, or a related field.
- 8–10+ years of cost management or project controls experience, including experience leading teams or major work packages.
- Proven experience in large‑scale, mission‑critical, industrial, or complex commercial construction environments.
- Strong skills in cost planning, budgeting, financial reporting, forecasting, and cost control systems.
- Solid understanding of procurement strategies, contract management, and commercial risk allocation.
- RICS accreditation or progress toward certification strongly preferred.
- Excellent leadership, communication, and stakeholder management capabilities.
- Strong analytical skills, with high attention to detail and the ability to manage several concurrent work streams.
- Proficiency with industry‑standard cost management tools and software.
- Experience supporting value engineering and design‑to‑budget strategies.
