Information Systems Applications Specialist III

Job Description

About the Role

We are seeking a skilled and detail-oriented Information Systems Applications Specialist III to lead and execute the analysis, design, development, and support of critical business application systems. In this role, you will work closely with departmental leadership, finance teams, end users, and cross-functional technical teams to evaluate business requirements and engineer robust, secure software solutions.

As a senior individual contributor, you will oversee full-lifecycle application development—translating complex operational workflows into technical specifications, writing and debugging application code, executing rigorous testing protocols, and mentoring lower-level technical personnel.

Key Responsibilities

  • Systems Analysis & Technical Design:

    • Review, analyze, and translate agency business needs and user requirements into comprehensive functional requirements, system architectures, and technical specifications.

    • Formulate program logic, workflow diagrams, screen layouts, user interfaces, station criteria, and data reporting structures.

    • Evaluate emerging technology tools, design techniques, prototypes, and instructional methods to recommend optimal solutions.

  • Software Development & Integration:

    • Perform all aspects of systems design and hands-on application programming to produce intended outcomes.

    • Write clean, secure, and maintainable code adhering to established development frameworks, data security standards, and industry best practices.

    • Participate actively in the integration, deployment, and ongoing enhancement of enterprise applications and databases.

  • Quality Assurance, Testing & Troubleshooting:

    • Design, execute, and coordinate comprehensive testing protocols, including unit testing, system integration, regression testing, stress/performance testing, and User Acceptance Testing (UAT).

    • Rapidly diagnose defects, debug code, and implement effective modifications and corrections.

    • Conduct routine system maintenance, performance tuning, and issue resolution for existing application ecosystems.

  • Collaboration, Documentation & Mentorship:

    • Prepare detailed development documentation, user manuals, and technical specifications for all new or modified applications.

    • Lead and participate in structured technical walkthroughs and code reviews.

    • Provide technical assistance, user support, and structured guidance/training to lower-level development staff and operational end users.

Required Qualifications & Experience

Applicants must meet one of the following qualification pathways:

  • Pathway 1: Completion of twelve (12) semester hours in Computer Science, Management Information Systems (MIS), or a closely related field from an accredited college or university PLUS three (3) years of hands-on experience in applications development and systems analysis.

  • Pathway 2: Completion of a minimum of 156 hours of vocational or technical education courses resulting in a formal certification in applications development PLUS three (3) years of hands-on experience in applications development and systems analysis.

  • Pathway 3: An equivalent combination of education and specialized experience, substituting one (1) year of full-time experience in applications development for the required educational coursework, PLUS three (3) additional years of specialized experience in applications development and systems analysis (4 years total experience without coursework).

Valued Knowledge, Skills & Abilities

  • Technical Acumen: Strong proficiency in modern programming languages, database structures, coding standards, secure coding practices, and technical system architectures.

  • Problem-Solving & Analysis: Demonstrated ability to analyze complex user needs, assess software logic, translate business rules into technical code, and troubleshoot production issues.

  • Communication & Teamwork: Ability to work collaboratively in a fast-paced team environment, facilitate cross-team discussions, and communicate technical concepts clearly to non-technical stakeholders.

  • Compliance & Ethics: Understanding of data confidentiality, agency security standards, and state/federal rules governing public sector data systems.
