About the Role

We are seeking an experienced Program Evaluation Consultant to direct and execute a comprehensive program evaluation for the Florida Violent Death Reporting System (FLVDRS). In this role, you will assess program implementation, evaluate outcomes, and measure overall public health impact to drive continuous quality improvement. Working directly with departmental stakeholders and public health leaders, you will design rigorous evaluation frameworks, direct quantitative and qualitative data collection, deliver actionable insights, and build internal capacity through departmental training sessions.

Key Responsibilities

  • Evaluation Framework & Planning:

    • Lead the initial project kickoff and design a comprehensive Evaluation Plan detailing measurable goals, data collection methodologies, performance metrics, and project milestones.

    • Establish and manage an evaluation timeline ensuring all primary data collection activities are completed on schedule (by mid-March 2027).

    • Adapt and refine evaluation methodologies in collaboration with state contract managers and departmental leadership.

  • Data Collection & Analysis:

    • Collect, analyze, and synthesize quantitative and qualitative health surveillance and program data against established benchmarks.

    • Ensure strict compliance with state and departmental data security, confidentiality protocols, and statutory privacy regulations.

  • Project Management & Stakeholder Engagement:

    • Facilitate bi-monthly progress briefings with the Department of Health, preparing detailed agendas, preliminary findings, and formal meeting summaries.

    • Maintain strong stakeholder communication across cross-functional public health units.

  • Reporting & Capacity Building:

    • Author a comprehensive Final Evaluation Report featuring an executive summary, detailed analytical findings, and an actionable roadmap for ongoing system enhancements (due May 2027).

    • Develop training materials and deliver a minimum of two interactive presentation sessions to DOH staff to translate findings into sustainable, internal organizational practices.

Required Qualifications & Experience

  • Professional Experience:

    • Minimum of three (3) years of direct experience in program evaluation, public health, public administration, or a closely related discipline, specifically within government or public sector environments.

    • Minimum of three (3) years of proven collaboration partnering with state or local public health departments.

    • Minimum of three (3) years demonstrated experience designing, developing, and executing evaluation frameworks, logic models, and measurement methodologies.

  • Demonstrated Track Record:

    • Documented success leading and managing evaluation projects from inception through final deliverable delivery (candidates may be asked to provide representative work summaries, project plans, or frameworks).
  • Education:

    • Bachelor’s degree in Public Health, Biostatistics, Public Administration, Health Policy, Social Sciences, or a related field required.

    • Master’s Degree (MPH, MPA, MS, or related) is strongly preferred.
