Mission of Role/Position Summary:
ACDC is seeking a Capture & Pipeline Manager to strengthen how we identify, evaluate, and pursue opportunities across emergency management, disaster recovery, public health, and related public-and private-sector markets. This is a mid-level strategic role focused on pre-RFP capture, pipeline quality, and decision support.
The Capture & Pipeline Manager serves as a strategic bridge between Business Development, Operational Leadership, and Executive Leadership, helping ACDC further strengthen early opportunity planning, decision clarity, and pursuit alignment.
Tasks, Duties, and Responsibilities:

Pre-RFP Capture Ownership
Own capture activities before proposals are released
Lead capture planning for high-value, strategic, and repeat opportunities
Research and assess:
Incumbents and historical performance
Contract vehicles and procurement pathways
Competitive landscape and likely bidders
Historical pricing and scope signals (when available)
Develop concise capture plans that inform leadership decision-making
Pipeline Strategy & Quality Control
Define and monitor the health and quality of the opportunity pipeline
Evaluate opportunities based on:

Capacity and delivery impact
Risk and resource requirements
Prepare structured decision briefs to support pipeline reviews and bid/no-bid calls
Help reduce low-probability pursuits and improve proposal ROI
Market, Budget & Policy Intelligence
This role will actively gather and share intelligence across both growth and delivery functions, strengthening alignment between what we pursue and what we can deliver successfully.
Track and synthesize:
Federal, state, and local budget cycles
Policy and funding shifts affecting emergency management, disaster recovery, and call center programs
Recompete timelines and forecasted opportunities
Push actionable intelligence across the organization to:
Division leaders
Business Development
Operations staff and delivery leadership to ensure capture planning reflects real-world execution capacity and field insight
Priority and regional account teams to support coordinated growth strategies and account-level opportunity awareness
Emerging Technology & AI-Enabled Capture Support
ACDC is continuing to expand how we leverage technology and AI tools to strengthen capture, forecasting, and proposal readiness. The Capture & Pipeline Manager will be expected to:
Demonstrate comfort utilizing AI-enabled research, analysis, and pipeline tools to improve decision speed and insight
Partner closely with ACDC’s Data, Technology, and Innovation team to help identify opportunities for new internal tools, automation, and smarter capture workflows
Participate in ongoing training and professional development to stay current on emerging technologies shaping the government contracting and emergency management space
Support a forward-looking capture approach that incorporates innovation, efficiency, and modern pursuit practices
Proposal Team Enablement
Maintain and evolve capture artifacts, including:
Win themes
Differentiators
Past performance strategy
Ensure continuity across the lifecycle:
Capture → Proposal → Award → Debrief
- Reduce duplicative research efforts between BD team and Account Leads
Stakeholder Alignment & Internal Clarity
Serve as the single point of truth for:
Why ACDC is bidding
How ACDC expects to win
Interface regularly with:
Executive leadership
Operations and program delivery leadership
Priority and regional account teams
Proposal teams
Knowledge, Skills, and Abilities:
- Strong understanding of government procurement environments, including federal, state, or local acquisition processes.
- Demonstrated ability to synthesize complex data and present clear, structured leadership briefings.
- Proven ability to operate in a fast-paced environment with shifting priorities.
- Familiarity with pricing analysis, competitive assessments, and procurement forecasting.
- Experience working directly with cross-functional teams including delivery/operations leaders.
- Strong written and verbal communication skills.
Expected Hours of Work:
Schedule may vary. Work on evenings and weekends may be required. Dependability and punctuality are paramount.
Travel Requirements:
- Up to 25% travel is expected for this position.
- Must be willing to travel and deploy to client sites for extended periods of time.
Physical Demands:
- Mobility required on-site with clients.
- Sitting or standing for hours at a time.
- Ability to work at a computer for extended periods of time if needed.
- Ability to manipulate up to 15 lbs. repetitively throughout the day and as needed.
Working Environment:
- Work may be on-site with clients ex: EOC, hospital, debris sites or local government buildings.
- All AC Disaster Consulting (ACDC) positions are remote work site positions with the home location agreed upon at time of hire.
- If the remote work site locations change, ACDC Human Resources must be made aware, and leadership needs to approve any site changes for business registration and payroll tax purposes.
Experience/Education Required:
- 7+ years of experience in capture management, business development operations, proposal strategy, or pursuit strategy within the public sector.
- 5+ years of experience with pipeline management systems, CRM platforms, and AI-enabled capture tools.
- 5+ years of experience supporting bid/no-bid processes with balanced candor, data-driven judgment, and diplomacy.
- 3+ years of experience leading organization-wide capture and pipeline calls
Experience/Education Preferred:
- 3+ years of experience supporting emergency management, disaster recovery, public health, human services, and/or other related government programs.
- 3+ years of experience with major federal and state contract vehicles (e.g., GSA, FEMA, HHS, CISA, HUD, state emergency management contracts).
- APMP certification or related professional certifications (e.g., capture management, proposal management) a plus.
Additional Qualifications:
- Must be 18 years of age or older.
- Eligibility to work in the United States without employer sponsored visa is required. We are not able to employ those located outside of the US.
- Must pass company and any applicable client background check and reference check upon offer of employment.
