This position supports a multi-year, federally funded initiative focused on strengthening rural healthcare systems in Maine through Electronic Medical Records (EMR) modernization. This role will support the administration and implementation of a statewide EMR Modernization Subaward Program supporting rural healthcare organizations across the state.

Requirements
Deputy Director – Subaward Operations (EMR Modernization)
Grade Level: 8
Anticipated Salary: $107k - $124k annually, but may vary from this range dependent on successful candidate’s location
Reporting Relationship: Program Director - Grants Administration (EMR Modernization)
The Deputy Director serves as the senior operational leader responsible for the administration and implementation of a statewide $30 million EMR Modernization Subaward Program supporting more than 70 healthcare organizations throughout Maine.
Working closely with the Program Director, the Deputy Director oversees the complete lifecycle of subawards—from funding announcements and application review through contracting, monitoring, reimbursement, compliance, reporting, and closeout.
This position supervises the grants administration team, establishes operational procedures, manages program workflows, and ensures efficient, compliant, and customer-focused administration of one of Maine’s largest healthcare technology investment programs.
The Deputy Director acts on behalf of the Program Director during their absence and provides day-to-day leadership for grant operations.
Location And Work Environment
Job responsibilities may require periodic to and within Maine travel to meet with participating healthcare organizations, attend meetings, support provider engagement, participate in trainings, and assist with project-related activities across the state.
This role supports a statewide EMR Modernization Subaward Program and requires regular coordination with healthcare organizations, project staff, finance, contracts, technical assistance, and compliance teams.
Qualifications, Skills and Experience
Required Qualifications
Bachelor’s degree in public administration, Business Administration, Healthcare Administration, Public Health, Finance, Accounting, Health Information Management, or a related field
Master’s degree preferred
Working knowledge of federal grant regulations, including 2 CFR Part 200, federal procurement standards, healthcare finance, grant monitoring, risk management, budget administration, contract management, performance measurement, and audit preparation
Preferred certifications include Certified Grants Management Specialist (CGMS), Grant Professional Certified (GPC), Project Management Professional (PMP), Lean Six Sigma, or Certified Government Financial Manager (CGFM)
Experience
Minimum 7–10 years of progressively responsible experience in federal grants administration, program operations, healthcare administration, financial management, contract administration, compliance monitoring, and staff supervision
Preferred experience with CMS-funded initiatives, healthcare technology projects, Electronic Medical Record implementation, rural healthcare organizations, and multi-site grant administration
Experience overseeing subaward operations, including application intake, award recommendations, agreement development, budget review, payment processing, amendments, performance monitoring, financial reconciliation, and closeout
