Grade Level: 7

Anticipated Salary: $88,000 – $110,000

Reporting Relationship: Co-Director of U.S. Programs

The Behavioral Health Senior Program Manager leads the implementation and growth of a dynamic portfolio of behavioral health initiatives across federal, state, and community-based projects. This role is responsible for ensuring high-quality program delivery, strong client and partner relationships, and the strategic expansion of behavioral health work aligned with organizational priorities.

The Senior Program Manager oversees multiple projects simultaneously, ensuring they meet technical, financial, and performance expectations, while also contributing to business development efforts to grow and sustain the behavioral health portfolio.

Position will serve as Project Director for Health Resources and Services Administration (HRSA) and Maine Recovery Council (MRC) funding for our Technology-Enabled Collaborative Learning Program (TCLP) and Northern Border Rural Workforce (NBRW) programs, both of which use online training to strengthen the behavioral health workforce. TCLP spans Maine, New Hampshire, and Vermont, while NBRW and MRC-supported activities are focused on rural Maine. This role is responsible for maintaining Core Group and participating in other behavioral health networks, running Recovery Jobs for Beginners (youth and adult versions) and ECHO programming, leading Learning Collaboratives, reporting to partners and funders, managing the team and budget, collecting and analyzing evaluation and learning metrics, and building sustainability for MCD’s mental health and substance use portfolio.

This is a senior-level position requiring demonstrated experience in partner engagement and networking, exceptional project management skills, and strong knowledge of federal funding and reporting requirements. The role requires the ability to manage multiple high-visibility projects simultaneously. Experience in behavioral health in Maine is required.

Location And Work Environment

The primary location of this position is remote/home office-based within Maine. Job responsibilities require periodic travel for meetings, conferences, and trainings, including in-state travel to Augusta and Hallowell, Maine, and occasional out-of-state travel. Travel for HRSA or other funder-related meetings is expected approximately two times per year.

Qualifications, Skills and Experience

Required:

• Master’s degree in public health or a related field, or equivalent experience

• Experience working with populations with lived experience in mental health or substance use; lived experience is a plus

• Knowledge of rural Maine/New England healthcare delivery systems and/or behavioral health environments

• Demonstrated experience in partner engagement and networking with diverse stakeholders

• Strong knowledge of federal funding and reporting requirements (e.g., HRSA or similar)

• Ability to manage multiple high-visibility projects simultaneously

• Maine-based and able to travel in-state and occasionally out-of-state for meetings, conferences, and events

Experience:

• 5–10 years of progressive experience in program management

• Proven track record of working within and leading collaboratives

• Experience managing complex, multi-project portfolios with competing priorities

• Experience with federally funded programs, including compliance and reporting

• Experience in behavioral health programs, preferably in Maine or the New England region

• Supervisory experience, including staff and/or consultant management

• Experience supporting program evaluation, data collection, and performance monitoring

• Experience contributing to business development, including proposal writing and grant applications

Core Skills:

• Strong project planning, management, negotiation, and conflict resolution skills

• Excellent interpersonal, communication, and networking skills

• Strong written and verbal communication skills

• Ability to manage multiple priorities with strong attention to deadlines
