Overview

We are looking for a Business Development Director to support our growth at VA and across Federal Health. Drive expansion of MO’s market presence by creating and qualifying new opportunities across priority federal agencies including VA (priority #1), HHS, CMS, and DHA (priority #2).

This role focuses on top-of-funnel opportunity creation, relationship development, industry engagement, and partner ecosystem growth, working closely with the CEO and capture leadership to convert market insight into qualified pursuits.

The position is responsible for opening doors and generating qualified pipeline, while capture strategy and proposal execution are managed by MO’s growth team.

This role is hybrid and anticipates travel up to 50% of the time for industry events.

What You’ll Do

Market Development

  • Identify emerging opportunities across priority agencies (e.g., VA, HHS, CMS, DHA).

  • Track agency modernization initiatives and digital services priorities.

  • Translate market signals into potential pursuits aligned with MO’s current and future capabilities.

Relationship Development

  • Build relationships with: program executives, product leaders, contracting officers and technical stakeholders.

  • Establish MO as a trusted partner in digital services and modernization initiatives.

Partner Ecosystem Development

  • Develop relationships with strategic partners including: systems integrators / primes, niche companies (e.g., digital services firms), technology vendors, small business partners (e.g., SDVOSBs).

  • Identify teaming opportunities that position MO on strategic pursuits.

  • Expand MO’s participation in partner-led opportunities.

Opportunity Creation

  • Generate qualified opportunities aligned with MO’s strategy.

  • Collaborate with capture leadership to transition opportunities into capture.

  • Support early shaping activities such as customer discovery and partner alignment.

Market Intelligence

  • Monitor agency priorities, procurement strategies, and emerging programs.

  • Provide insight into upcoming procurements and competitive landscape.

Success Metrics

  • Success in this role will be measured by; creation of qualified pipeline, expansion of partner ecosystem, growth in customer access, contribution to new contract wins, entry into new federal markets.

The focus is on quality opportunities aligned with strategy, not pipeline volume.

What You’ll Bring

Required

  • 8-15+ years of federal business development experience

  • Demonstrated ability to create and qualify opportunities

  • Strong relationships within federal health or civilian agencies

  • Experience building strategic partnerships and teaming strategies

  • Understanding of federal acquisition processes

Preferred

  • Experience with digital services or modernization programs

  • Familiarity with contract vehicles such as: VA SPRUCE IDIQ, VA T4NG IDIQ, NASA SEWP, GSA MAS, GSA OASIS+, SBIRs, SDVOSB sole source, etc.

  • Experience working with federal health agencies

Reporting Structure

  • Reports directly to the CEO

  • Works closely with: capture manager, delivery leaders, strategic partners

$150,000 - $175,000 a year

Compensation

Compensation for this role is an annualized salary range of $ 150,000 to $ 175,000 plus bene fi ts and growth potential.

Placement within this range will be based on the competency level of the candidate. An offer will be made at one of the following tiers:

  • Tier 1: $ 150,000— Meets minimum qualification/experience requirements. Beyond onboarding, will need additional guidance and training to perform key responsibilities of the role.

  • Tier 2: $ 162,500— Experienced and fully-competent. Beyond onboarding, can independently perform key responsibilities of the role.

  • Tier 3: $ 175,000— Highly-experienced and can perform all responsibilities of the role at a higher level than expected once onboarding is completed.

To ensure equity and consistency across our compensation system, MO applies a structured salary framework. Offers are made within the posted range based on demonstrated competency and experience. This range is non-negotiable to maintain internal and external pay equity.

The contract this position supports requires US Citizenship.
