EVERGREEN: Product Manager

Job Description

Join us and do work that matters: use your skills to improve how your government serves the public! Pluribus Digital partners with our government customers to design, develop, and deliver useful and impactful digital products. We are a hands-on digital services consultancy – part technologists, part change agents, and all heart.  We employ modern best practices in all that we do as we work to solve problems in public health, financial industry regulation, granting citizenship and asylum, and identity and access management.

As a Sr. Product Manager, you will collaborate with stakeholders and delivery teams to build the right solutions for the right people at the right time. You’ll lead cross-functional efforts to ensure products meet scope, schedule, and delivery goals while fostering strong relationships across teams.

You will support large-scale application modernization initiatives for federal government systems. The ideal candidate is a highly organized, strategic communicator with experience in agile product delivery, stakeholder engagement, and roadmap management. This role bridges business needs and technical execution, ensuring alignment across product owners, analysts, developers, and leadership. Applying best practices from the U.S. Digital Service Playbook, you will ensure solutions are data-driven, user-focused, and aligned with mission objectives. If these skills align with your strengths and career goals, we encourage you to apply! We are committed to continuous employee growth and upskilling, equipping our team with versatile, high-impact skills that drive success across multiple engagements throughout their careers with us.

What you will do:

  • Product Strategy & Roadmapping

  • Develop, manage, and communicate clear product roadmaps aligned to modernization objectives and stakeholder priorities.

  • Facilitate prioritization discussions with government leadership and Product Owners to ensure high-value delivery.

  • Analyze user and business needs to guide feature definition and release planning.

  • Stakeholder Collaboration

  • Serve as a primary liaison between Product Owners, business stakeholders, and delivery teams.

  • Translate strategic goals into actionable product outcomes, ensuring traceability from concept through deployment.

  • Present product plans, progress, and outcomes to both technical and non-technical audiences.

  • Agile Delivery

  • Collaborate with Business Analysts and UX designers to define and refine product requirements, user stories, and acceptance criteria.

  • Partner closely with Program Leadership and development teams to monitor delivery performance and quality.

  • Facilitate Agile ceremonies such as sprint reviews, retrospectives, and backlog refinement.

  • Support Scaled Agile Framework (SAFe) ceremonies such as PI planning.

  • Product Operations

  • Manage product documentation and collaboration using Jira and Confluence, ensuring alignment with SDLC and program standards.

  • Track and report product metrics, including velocity, feature adoption, and customer satisfaction.

  • Support compliance with the SDCL as well as federal IT governance and modernization frameworks.

  • Innovation & AI Integration

  • Explore and evaluate AI and automation opportunities that enhance product functionality and user experience.

  • Collaborate with data and development teams to assess feasibility and integration options for intelligent features.

What you will bring:

  • Must be able to obtain and maintain a High-Risk Public Trust designation (current/recent clearance desired).

  • A bachelor’s degree in Computer Science, Information Systems, Business, or related field.

  • Minimum of 5 years of experience as a technical product manager leading one or more product delivery teams in an Agile development environment.

  • Strong proficiency with Jira and Confluence, including dashboarding and backlog management.

  • Formal training or certification in Agile software development methodologies (POPM, PSPO, CSPO, etc.).

  • Demonstrated experience collaborating with stakeholders and the delivery team(s) to build the right solutions for the right people at the right time – lead team collaboration efforts to meet scope, schedule, and delivery requirements.

  • Demonstrated ability to build relationships with internal and external stakeholders, including cross-team collaboration with other delivery teams.

  • Proven ability to manage product roadmaps, priorities, and delivery timelines in an agile/SAFe environment.

  • Demonstrated ability ensuring that solutions are based on qualitative and quantitative feedback, and that the user is at the center of everything that is designed, developed, and deployed.

  • Excellent verbal and written communication skills; adept at stakeholder engagement and executive presentations.

  • Demonstrated ability to proactively identify and communicate risks and mitigations to stakeholders.
