Position Summary
We are seeking a Senior Program Manager to serve as a delivery operations leader and Jira platform owner within our Data Analytics & Technology Solutions (DATS) department. This role is focused on establishing and maturing the delivery operating model across DATS’s six sub-teams - owning Jira architecture, workflow design, automation, and analytics as the foundation for scalable, consistent execution. The ideal candidate is highly skilled in Jira administration and Agile delivery operations, with a strong eye for process design, data, continuous improvement, and an ability to communicate delivery health and risk clearly to senior leadership. This role is positioned to grow in scope as DATS’s tooling, governance, and AI-assisted delivery capabilities evolve.
Essential Job Functions
- Own end-to-end Jira architecture and workflow design that supports cross-functional DATS teams and multiple delivery models (Agile, Kanban, waterfall hybrids)
- Drive adoption of delivery operations standards and project structures, building team buy-in through enablement, documentation, and iterative improvement
- Design of cross-functional workflows that enable clear handoffs, approvals, and collaboration between teams
- Configure permission schemes, roles, and access models to ensure appropriate visibility and secure collaboration
- Implement automation-based notifications and escalation mechanisms to ensure data driven insights and improvement opportunities
- Leverage Power BI and other reporting tools to transform Jira data into executive-ready delivery analytics - synthesizing portfolio roadmaps, project status, and resource allocation into clear narratives for senior leadership.
- Evolve Jira architecture, workflows, downstream reports and standards in response to changing business needs and priorities
- Partner with DATS sub-team leads and the broader Technology PMO function to align delivery operations with department-wide goals, governance cadences, and roadmap milestones
- Identify and pilot emerging tool capabilities, including AI-assisted delivery analytics and intelligent workflow automation, to advance DATS’s delivery maturity over time
Education and/or Work Experience Requirements:
- Bachelor’s degree in a technology-related field (e.g., Computer Science, Information Systems, Engineering, or similar)
- 5–7 years of relevant experience in technology program management, delivery operations, or Agile tooling enablement
- 3-5 years of experience supporting enterprise-scale Jira implementations across multiple delivery teams, including workflow design, automation and reporting
- Strong understanding of Agile delivery models and project management best practices
- Excellent communication and organizational skills, with demonstrated ability to present delivery insights and operational recommendations to senior stakeholders
- Comfortable operating in a dynamic, entrepreneurial environment; able to build structure and process incrementally without requiring fully defined parameters
Salary Range: $98,000 - $110,500
The salary range is an estimate of pay for this position. Actual pay may vary depending on job-related factors that can include location, education, skill, and experience. The salary range does not include any benefits or other forms of possible compensation that may be available to employees.
