Job Description
This is a senior leadership opportunity to drive one of TAL’s most strategically important technology initiatives, the delivery of a new cloud‑based claims platform and the end‑to‑end migration of existing claims from a legacy on‑premise environment. The role plays a critical part in shaping the future of TAL’s claims capability, enabling simpler, more consistent experiences for customers, partners and internal teams.
As Program Manager, you will lead large, cross‑functional teams across a complex, multi‑year transformation, from initial platform deployment through to full portfolio migration. You will balance strategic planning with hands‑on delivery, working closely with senior stakeholders and vendors to ensure outcomes are achieved within a highly regulated insurance environment. The ideal candidate brings deep experience in enterprise platform delivery, strong commercial acumen, and the credibility to influence at all levels of the organisation.
In this role you will:
- Define and own the end-to-end program structure, governance framework, and delivery roadmap for the Claims platform modernisation initiative, spanning initial deployment through to full portfolio migration.
- Establish program controls including scope management, risk and issue registers, dependency tracking, budget management, and executive reporting cadences.
- Lead the planning, mobilisation, and delivery of the initial Cloud deployment, coordinating internal teams, the primary vendor, and any supporting system integrators.
- Oversee solution design and integration architecture to ensure the new Cloud platform connects seamlessly with TAL’s broader technology ecosystem, including policy administration, data and analytics, digital portals, and third-party service providers.
- Design and execute a structured migration strategy to transition all existing claims portfolios to the new Cloud instance.
- Work closely with TAL’s Procurement team and Claims Head of Technology to manage the commercial and delivery relationship with Claims platform vendor, holding them accountable to contractual obligations, delivery quality, and support commitments.
- Lead and develop a multi-disciplinary program team including engineers, business analysts, solution architects, project managers, and change leads — combining direct reports with matrix-managed resources.
Qualifications
- Degree in Information Technology, Business, Engineering, or a related discipline (or equivalent experience).
- PMP, PRINCE2, MSP, or equivalent program management certification preferred.
- Agile or SAFe certification advantageous.
- 10+ years of experience in technology program or project management, with at least 5 years leading large-scale, multi-year enterprise platform programs ($10M+ in scale).
- Demonstrated experience delivering complex system implementations or migrations in a financial services or insurance environment — life insurance experience highly regarded.
- Prior hands-on experience with the FINEOS platform (Claims, Policy, or Billing) is strongly preferred; experience with Cloud or SaaS-based insurance platforms will be highly regarded.
- Sound understanding of Australian life insurance regulatory obligations, including APRA CPS 230, Privacy Act 1988, and the Life Insurance Code of Practice, as they apply to technology and claims operations.
- Proficient in both Agile and Waterfall delivery methodologies, with the ability to blend approaches pragmatically based on context.
