The Senior Budget Analyst will be responsible for developing and maintaining budget templates, working with Health Center Leadership on the completion and review of the Health Center budgets, performing monthly review of the department/ location P&L’s for accuracy, in collaboration with HC leadership and other finance staff, and performing analytical analysis. The Senior Budget Analyst plays a critical role in maintaining financial integrity and driving efficient financial operations.
Essential Job Duties and Responsibilities
- Strategic Budgeting and Financial Planning (20%)
- In conjunction with the VP of Finance, develop and maintain budget templates to optimally create budgets and track performance.
- Collaborate with Health Center Operations on the development, management and oversight of healthcare programs and clinics.
- Align budgets with the organization’s objectives.
- Identify opportunities and risks
- Monthly and Annual Financial Reporting & Analysis (20%)
- Perform Budget to Actual variance analysis, highlighting reasons for variances.
- Prepare financial statements by health center location and related variance analysis. This includes developing and maintaining revenue and expense allocation methodologies. Ensure detailed financial statements tie to PPGNY’s consolidating financial statements.
- Value monthly AR
- Perform Analytics on AR including days in AR, aging, collectability, etc.
- Analytics and Financial Planning (20%)
- Identify and monitor key KPI’s, including PPFA Scorecard items, payer mix, mix of service, revenue per visit, Medical Supplies per visit, and FTE analysis.
- Monitor financial performance across services, identifying risks, opportunities and corrective actions.
- Perform expense trend analysis.
- Model strategic initiatives, including expansion or contraction of clinical locations or services, clinic redesign, staffing models and reimbursement changes.
- Assess financial implications of strategic initiatives.
- Identify opportunities for cost reduction.
Leadership, Reporting and Collaboration (15%)
- Serve as a senior financial partner to clinical, operational and program leadership
- Translate complex financial data into clear, actionable insights for executive and nonfinancial stakeholders.
- Develop dashboards and executive summaries.
- Contribute to continuous improvement of financial systems, tools and reporting processes.
Special Projects (5%)
- Assume additional responsibilities and perform other duties as delegated by the CFO and VP of Finance.
Required Qualifications
- REQUIRED QUALIFICATIONS
- Bachelor’s degree in accounting, Finance, Public Administration, Healthcare Administration or a related field required.
- Minimum of 5 years of experience with progressive experience in budgeting, financial planning or healthcare finance, preferably within a nonprofit or public-sector healthcare organization.
- Ability to work Hybrid at either a NYC location or Schenectady, NY.

- CPA, CMA, MBA or MPA strongly preferred.
Physical Demands

Requires sitting for long periods of time. Periodic standing, walking, bending. Requires lifting of up to 15 pounds. Visual acuity is sufficient to perform frequent work on a computer screen and review printed reports and other materials. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. Requires the ability to hear and to communicate orally with others.
$115,000 - $125,000 a year
